Morty's friend? Do you mean Eustice? I don't know if he was Morty's friend.
Anyways, to get Suicune to appear, you have to chase it around Johto. It's in the cutable area in the water to the east of Euretek town, on Mohogany up north, and a few other places I don't remember, I think to the east of Fushia was one of the places.
Then it shows up by Bill's house.

I'm stuck there with 100 Ultra Balls, 8 Friend Balls, 10 Love Balls, 3 Dusk Balls, 7 Level Balls, 10 Lure Balls and 6 Heavy Balls. And yet every single one of them he kept popping out of all of them with 1 HP left (False Swipe) while Asleep. My mind may be wondering, but I confess, I believe it is Old Deuteronomy!
