How long must one be an active Shinigami RP'er before he/she can attain a Shikai and how long after that, or what prerequisites must be met in order to get Bankai?

2 months for shikai and bankai is up to to the captain of your squad to decide

I quick-stalked your profile, and it seems normal enough. And I'm guessing your allowed to be from any background; I see RPC's whose backgrounds are based about a horrible life, while mines is a humble rich kid. It's all in what you want.
P.S; Interesting Zanpakuto, but I'd think it needs to be fleshed slightly thanks to that ability. Consider maybe fixing a specific range (Like a force field of some sort?) for the shikai's "Make-U-Delirious" ability and it might help it be better used. :0
