Manga Ryohou is straight up Government Chinese Communist. Those eyes and the hands? Dead give away.
As for the anime Ryohou, I'd say a Japanese French mix. He seems like the artsy type to me. Like somebody you would find sipping coffee at in a park while reading about martial arts.

they probably use yen in the city (the lost ground still technically belongs to the mainland) but outside the city, who knows?
though in one of the earlier episodes, it does show the currency when Kazuma get paid for one of his "jobs"

Pretty sure that they used Yen.
And of course he got paid a lot for HOLY services. Dang. He was an officer.
I wonder if Cougar uses gel to keep his hair up though....

maybe he just tones down his attack some and grows them, then all he would have to do is carry around a handful of seeds
