Wearing: An overly large black shirt with sleaves that are twice as long as her arms. She wears tight leather pants with belts wrapping around her legs and on her feet are brown sandles.
Carrying: She is always seen with a black messanger back that holds 550 sheets of paper in a book
Magic: Paper. Cath before hand usually writes over her paper. When using the paper, she rolls up her sleeves and begins to fold shapes out of the paper like Origami. They usually tend to take a larger fourm of the animal they are ment to look like. Cath can also make other items such as a paper airplane for a quick getaway (this is probably the easiest to make as it takes less concentration to make). Cath can also make walls or boats (which she uses a special kind of paper). Her magic might not be the strongest as she has a great weakness against fire, but she is great at using her magic as a decoy or just intimidating the enemy or she can make her paper as sharp as a blade. On Cath's right wrist is a folded paper bracelet she uses to cast whirl winds, but usually towards an end of a battle the paper wares out. In a compartment in her messanger bag Cath keeps slightly smaller paper than the one in the book, which she writes a certain spell, say its a silencing spell or a having a couple to use as a magical barriers barrier. Others in another compartment has a more squared shape than the others and she can quickly fold a flower or a star or even a box, these will send jets of water or wind.

Demeanor: Cath is no doubt a follower. She listens to all the higher rank with pleasure and allows them to walk all over her. She believes in everything the Council tells her and Cath will give up her very life to protect them. Even though Cath lets higher ranks walk over her, who she believes to be under her, she bosses around. Cath really doesn't have any main feelings for herself just only that she only thinks about the safety of Higher Council memebers.
History : She was born into such a low class that her family could hardly defend for themselves. Infact they casted Cath aside as they could not feed another mouth. She was left in the streets to die, but that did not happen. An old widow took Cath in. The Widow had been born into a family of active mages who could manipulate paper into anything they wanted, they could even withstand fire as their spell casted on the papers prevented fire. They used to live in a high rank and they used to be well repsected. The Widow began to raise Cath like her own child she never had and she taught Cath to manipulate paper. Finally when Cath reached seventeen, the old widow died. Now Cath was left alone with no one to care for her.One day a recruiter from the Council went to recruit the old widow, not knowing she was old and dead, but saw that Cath was living there as he was about to leave, Cath begged to join and that she could be just as good as the old widow. After a moment of concidering this, the recruiter brought Cath back.

Magic: Trailind has elemental control over the air, he can move it, compress it.Therefore he can make winds, pull the air out of someone's body (with much effort) and compress air into a solid object.

History: Once lived in the upper city due to his parents' information, with which they blackmailed the council,but his parents were killed before they could tell him, he vowed revenge on their murderers, and was forced down into the lower city. He has spent years researching his past ot find his parent's killers. He has acquired a large mass of information about the city, and its areas. Or so he thinks. He has become paranoid that the council is after him, and believes that everyone is for them. He has no wish to destroy the council. Only to regain his former status. He carries daggers with him at all times,

That needs major revision. For one thing, your history is *very, very* vague at best. I will give credit for incorporating two locations in, but it needs serious work. Why was he forced down? Who killed them? What did his family do to deserve to live in the Upper City? Stuff like that is needed for a good bio.

Furthermore, you need to clarify what you mean by storm magic and you need to fill out demeanor. That needs to be done before I even think about accepting that bio.
