When is the Raffle Time!: Round 4 Ticket going to remove from Loyal's Bazaar, and the winners get drawn? This should have happened over a month ago.
The ticket was removed and winners got their items ages ago (on whatever the date that was specified in the announcement)

If the ticket is still in the shop, it's not actually purchasable and just stuck there because of a cacheing issue.
