I can't find this magic anywhere in the Fairy Tail wikia. I found a similar result in the Fairy Tail Fanon wikia (...whose info is entirely non-canon to the series just so you know.)
If this magic was revealed in the Manga just recently, then please explain the description of this magic and what chapter it is presented in.

Found It Although it is property of the creator, Evny. Which i assume we aren't talking about Envy from Dimensional Collision. (Souchi wouldn't get this, sorry souchi.) Anyways, We shouldn't allow you to have this magic, technically speaking its really over powered, but if you can get it to work in the guild's systems, as well as acquire a form of "yes you can use it" from the creator then you can. Copyright reasons and all that.
Additionally, Dragon Slayer rollings are going to come out soon if you wanted to wait for them.

After blindly following his parents every move, he learned that he should think before he acted, which was a common saying, the hard way. • Biography :: The blinding light began to fade as Valen stopped looking up at the sun, and looked back at his parents who seemed to be a little far away from him. They continued walking talking secretly as if they wanted to keep a secret from him. Yet no matter how many times they told each other secrets, the always let Valen know afterwards. Or so he thought. Valen began to walk faster trying to catch up to his parents as he waved to his friends and their parents on the other side of the road. Of course he was waved back to, and smiled as well.
Valen finally caught up with his parents and smiled up at them. Being nine years old and doing such things was a bit abnormal for the citizens of his secluded town, but was respected. They smiled back at him and held his hand, walking into the small park besides the town square. He then left his parents and ran to go play with a few others. Hours went by and then it was time to eat and go home. Valen and his parents went to a nearby eat-in shop and reserved a table. Soon, they were able to sit at their own table and he ordered some food.
Valen had some fried foods along with side dishes to balance it out while his dad was strictly meats and grains and his mom was strictly salad. The had both gotten some weird looking wine, but Valen didn't mind. Soon after finishing his food, his dad told his to drink his water. Of course, Valen obeyed. Yet after he drank some of the water, in a few seconds time, he felt a little dizzy. He told his mom that he was feeling weird as his vision began to darked, and he saw that she was crying. He looked at his dad and he had a grim smile on his face. Immediately after seeing this sight, Valen slipped into unconsciousness.
As Valen's eyes had opened, there was once again a blinding light. He exhaled softly, glad that it was just a nightmare. Valen looked down to he was in a very spacious metal rounded chamber. He looked around, having absolutely no idea of what was going on. He began to be frightened as he thought he was alone. He then he a gate shut. He looked towards the gate and saw his father. He screamed for him and his father laughed and kicked at the ground. He saw blood, and then realized it was his mothers dead body.
Valen had no words for the horrendous sight that appeared before him. He tried to look away but the blood dragged his eyes to her body. His father pulled a lever and a very unusual process began. His father had implanted a Lacrima into his body, turning him into a dragon slayer, a lightning dragon slayer to be exact. His father pulled another another lever and he began to get shocked by electricity, from wires being attached to him. Valen screamed in pain and began to inhale sharply. As soon as he inhaled, his body recognized it as devouring a substance, and he began to consume the electricity.
Valen began to overcharge for his small body and the machine broke, destroying all below it. Valen's eyes were sparking and his father was happily laughing with victory. Valen roared like a monster, losing all control momentarily, and he charged at his father who hadn't seen it coming. He roared once more and tackled his father, dropping his fists in a hammer like way, engulfed in lightning, onto his fathers chest. His father yelled in agony as his heart rate sped up. Valen didn't stop until his father was dead and the factory was destroyed. From there, he wandered the lands of Fiore, destination unknown.
