Personality: Luna secretly want's to be a sweet heart. But that's buried deep DEEP down in her psyche. The side she shows to the rest of the world; including Artemis ((becuase she's afraid he'll leave her if she isn't what he needs her to be)) is a b***h. A herla that has no regard for others; no care; and no need. Despite the fact that it was her idea to come down here.
History: Luna is the product of early experiments by the bears more then 400 years ago. All of which has been blocked from her mind. Over 300 years ago; the bears stopped their experimentation on her and Artemis; scrapping the whole thing becuase they felt the experiments would be a bust. Planning to just simply put them in a state of sleep. Which worked for Luna, but unfortunately; 200 years ago, Artemis woke up. And seeing Luna; but unable to talk to her; went slowly insane. He would still speak; kept his cage of glass of liquid; he would call out to her mentally. And although Luna's conscious self wasn't aware of it; her subconscious self was. And eventually; she became the person he thought she would be, the person he needed her to be. Cold and hard so that no one could hurt them, so that she could protect him. And when she woke up 100 years ago, they broke free.
Now that they were free, and Luna had established her personality to fit Artemis' world; they went and played in the way that Luna thought that she should. Killing lesser animals; and then working their way up to talons and bears; for some reason leaving alone the quickly developing herla. Even if none of them looked like her and Artemis.
During the Talon wars, Luna and Artemis stole away to a mountain top, and have been staying there ever since, only recently deciding to come down from the mountain, and walk among the general population.
Luna doesn't remember a lot before the day she woke up. All she knows is that it felt really lonely, and really cramped, and sad... Sometimes she'll have memories of her, and another, but she's not sure if they're really her memories; or maybe Artemis'.
But ever since the day she woke up; she knows she's been with Artemis, and there's nothing that's going to change that. He saved her from the darkness. He woke her up. He gave her life and saved her from the loneliness and the sadness and the pain and the scary shadows. He's been by her side for the past 100 years. And she knows he'll be there for the rest of eternity becuase she's certain that's how long they'll live. Until the sun dies; and it's just the two of them.

Powers: copy pasted directly from a meebo conversation. The only thing Solar wasn't sure was if the psychic pokemon could talk to each other. But from in thread rp it looks like they can.
They can fly, and use their psychicness to help them fly longer, you knew that. They can read each other's minds (if Artemis lets Luna and vice versa) as well communicate telepathically. And they can breathe/stay underwater. Since Lugia in the games like, lived at the bottom of the ******** ocean for forever. So they can like, make a psychic air bubble and hibernate underwater if they wish
And no psychic attacks, their flying can be used as an attack though (you know, like swooping down and slamming into herla like the fly attack in the game).
I think, not totally sure, but I think we can have all the pokemon who are of a psychic type talk telepathically to each other.
So the Lugias can talk telepathically to Mew if they want

But, it takes a lot of work. So they have psychic abilities to assist them in flying, make it smoother, less taxing on their bodies.
so they can like take off and fly? but only for the short period of time?
With just wings alone they can take off and get into the air and then like, glide places. But if they want active flying, they have to use their psychic abilities to counteract gravity. If you want them to fly long distances I would suggest having them fly up high into the sky and ride thermals around. That's how birds manage to cross like, ******** oceans to migrate in the winter
