So, I found this on the Masamune Shirow Hyperpage, and by the sounds of things, they don't know much about it either. But by the sounds of things Production I.G and an Online RPG, Emil Chronicle Online (ECO) announced the release of a GITS-SAC Package for in-game use. The package contains accessories and characters from the SAC world- the Ninja Suit, Tachikoma, Laughing Man, Motoko's character. So, to be more specific it sounds like a patch accessible for the game itself. (I've never heard of the actual game, meaning it might be for released in Japan only.)
