I agree with TornKite.
I think you need to hire a coder... you can't be taught how to code a layout by being told the order things go in.
But if that's what you really want:
The background is inside the header.
Then goes the content.
Then the navigation.
Then the footer.
That's how it normally goes, but it seems like you aren't familiar with coding, so it probably will not make much sense.

no i know how to use it i just dont know how to setup the coding
