Well, it's a gauntlet, and if you want proof, you can go to the Dirge of Cerberus site and watch the little clips that they have there. It shows Vincent's left PALM, and shows that those finger cover thingies are just... finger cover thingies, albeit sharp ones. He's wearing a leather glove (much like the one on his right hand) underneath the gauntlet, so what is underneath all that is the true mystery... It could be normal, or it could suffer from some deformation. Then again, it it was deformed, it might be noticable even the way it is, so the worst that there can be is his skin coloration on that arm. It could have changed to something else other than what the rest of his body looks like. In Dirge of Cerberus, he's seen using that arm as a weapon when he runs out of ammo for his gun, so I don't think that it's really that malformed. It just might be his melee weapon.
