If enough chronokinetics were gathered, and they all focused on one area, like a city, and concentrated and used their power to the fullest, would it be possible to do something like stretch out one moment for only them so it seemed like another hour? Like an hour that passes by in a second to everybody else, but lasts what would be an hours time to them? I think that would be pretty challenging, but VERY fun and VERY rewarding. I mean, how many other people here have wished for another hour in the day?

As per relativity the faster you go, the slower everything seems to move to you. Or you could go near a high-gravity area, same effect. But I doubt you want to stand on the surface of a dead sun.

So they'd spend all their gained time creating the gained time and thus gain nothing.

So I don't know what chronokinetics are and wiki failed me. Google seems to think chronokinetics is alcohol related which makes me think of some smart answers to your post, but I'll refrain ^.^
I don't think a person could slow down time or stop time through magic. If it were possible I think what resurrection mentioned about taking more time and energy than you gain would probably be valid. Plus, really what are you going to do with one extra hour?
That being said I've thought a lot about the actuality of stopping or slowing down time. If you stopped time for everyone but you, the first problem that comes into mind is that you would keep aging and while it wouldn't suck at first, it would suck later. You would be up an active longer than other people so you would need to sleep more than others, and I guess you could balance that if you stop time, but can you stop time while sleeping? Another problem with stopping time is that the air molecules would stop around you and you wouldn't be able to breathe and if you slowed it down, that would make the air thick and hard to move through. Another problem is of course with heat and how since time is slowed down the energy around you is moving slower so its colder and if time stopped, I'm pretty sure you'd be in an absolute zero environment.
But hey if you manage to slow or stop time AND work out these details do tell me.

I mean, the air would stop, but it would still be there and the action of inhaling would draw the air in, just like if time was in its regular state. Also, if you stop the thermal currents/heatwaves/whatever then that's exactly what would happen, completely stopping them meaning they couldn't dissipate or cool or anything else. They may be affected by you moving through them or absorbing them, but remember: time is stopped therefore everything but you would be stopped, unless you interacted with it, I'd assume. I still don't think it's possible to alter time, just the perception of time. It's fun to think about though.

I still don't think it's possible to alter time, just the perception of time. It's fun to think about though. I'm not sure. I can see how the act of inhaling might still draw air in, and if that were the case as long as you didn't stand still, you'd probably be ok. On the other hand air is constantly moving in time, if time stops, the air stops moving, and depending on how the molecules were structured at the time of the time stop it might at the very least be difficult to move. You probably wouldn't suffocate, but I don't think it would be comfortable or like normal breathing either. On the heat thing I'm much less certain of my previous statements. I'm not very good at science, so I'll accept that freezing or being colder isn't the most pertinate of concerns as long as you don't stop time so long that you use all the heat in the area. Either way I think it would be cooler if you stopped time but kept a pocket of time moving with you. It cuts out the potential baddies and maybe you could include a friend in your shannanigins, since really an hour is only enough time for a prank or two.
