She made it up, but there is a recipe for it at Mugglenet.com
I've tried it, and it's actually very tastey. All you need is Cream soda and butterscotch syrup, add a couple of things, stick it in the microwave and BAM
You have butterbeer.

You have butterbeer. Oh, yay! I shall make it tomorrow! *is excited* It's like when I found the recipe for Lembas, only more.

KimCL OMG! Was it good? Did it look like lembas? Well, I tried it twice. The first time, they were basically ginger cookies. They tasted good, but not like lembas. And they were brown, which I never thought Lembas were. The second kind was great though!
