Oh.. Cute picture!
Hmm.. Background? Im not sure.. but maybe a gradient background [red, orange yellow] and the flying things [feathers, cherry leaves] in white?

Actually.. I just finished this piccu! *uploads on PhotoB* The left eye is a bit wonky.. But meh~~ I tried~
What you think?
It started out as just a sketch.. but then I added the pink skirt and shirt layer on.. And it looked to pretty.. So I added all other colours too~~ Lol. Its still sketch-like.. but just.. coloured ^^
