I think Gaara, personally. 3nodding He's got Shukaku inside him anywayz...dunno if Toph could top that.

I dont think its fair that we compare garra and toph from different shows because they both posess differnt qualities that the other doesnt. For instance, toph cant see in the sand and i would assume would have some difficulty bending it where garra only bends sand. We cant assume that many things can get past garras shield but if toph could bend garras sand than they might have a fun fight.
But anyone who follows the anime on youtube for instance and saw episode 218 may realise how to defeat garra.

Reasons why Gaara would win:
He can control sand (a Toph weakness)
He can make a clone thing
He doesn't have a heart
Reasons why Toph would win:
She's the better fighter
She can bend metal
She all of her senses (except for sight, obviously) are supercharged
Toph would win.

Reasons why Gaara would win: ...he's a ninja, meaning he has experience killing peeps. he knows how to use weapons other than sand his sand would make her 'blinder' Reasons why Toph would win: she can 'see' where ninjas hide easily. she's and earth bendin' master...

In all truth and honesty, I would have to say I think Toph would totally get killed by Gaara, don't ask why, that is just my opinion.

I have not seen any evidence that Gaara can fly without the sand lifting him off the ground. Thus Toph would be able to 'see' it.
Toph can bend metal. Which is way more stronger, flexible, and durable than sand.
Toph can also bend earth at, like, supersonic speeds, where as Gaara's sand takes some time to move.
Also, if Gaara is serperated from his sand, he's a sitting duck.
Chance of Gaara winning against Toph in TLB's opinion:
30% out of 100%
Chance of Toph winning against Gaara in TLB's opinion:
70% out of 100%

I believe Gaara would win [-Loves both characters-]
1. Gaara can use his sand to hover in the sky, and there is no way Toph can see it, since it does not have to be connected to the floor, unless she is going to shoot randomly, but because of Shukaku's sand, Gaara can block it.
2. Though Toph can bend metal, it would be useless unless they are fighting in a metal zone.
3. Unlike Toph, Gaara can control Sand, and stone, does the title "Gaara of the DESERT" or "Sabaku No Gaara" tell something to you after watching the Avatar Episode "The Desert?"
4. Although Gaara got Shukaku removed or tooken away from him, it is clear at age 15 he the kazekage, is powerful, if you saw his battle with Deidara.
5. Well Gaara only needs Sand, or earth related to sand, Without those things Toph is also a sitting duck.
6. At birth he killed his mother, and Age 6 his father sent millions of assasins to murder him, his uncle who he thought was the only one who loved him, told him he always despised him, everyone else hated and feared him, he ended up killing a lot of people at a young age, or course if he wished he could show no mercy, though since he's changed he probably would, unless you threatened his village.
and though I may be an over obsessive Gaara fangirl that hates all things Sasuke, Sakura, Deidara, and Orochimaru, I had my reasons, unless anyone here is willing to challenge me and say Toph is stronger, plus Gaara's B-day is Jan. 19th so he's probably older and has more experiance though they are both 12 [Before Naruto Time Skip]

Toph only bends metal to get out of cages, she can't use it as a weapon.
Toph can also bend earth at, like, supersonic speeds, where as Gaara's sand takes some time to move.
I never really have seen ANY earth benders go very fast... ><
