Hair color: Bright, bioluminescent blue, like a dragonfish's photophores. See reference images below.
Eye color: Black.
Skin color: Deep black, slick-looking.
Markings: White, waxy photophores running from her face all along the sides of her body and down her tail. (She should have legs.) Two larger spots right beneath her eyes as well.
Hairstyle: Long and flowing, braided down the back. Should be a really messy braid, though, with strands pulled out and hanging loose around her face. Long bangs, too.
Eye style: Very large, compared to her face. The better to see you underwater with!

No glow. - The small white spots are the photophores, though as shown in the above image, the fins glow as well.
