Update by Pollination Technician [01/29/08]: I removed a couple of the sites which no longer existed, and organized a bit.
(FYI these are all for the Sims 2...but if you still have and play Sims 1, there are some downloads for it as well on some of these sites...)
*Warning* Be careful when downloading, Files can corrupt memory, and or ruin your game.
Big List of Anime Sims: (best resource besides the Sims 2 Exchange) http://www.spiritworldfiles.com/anime/2charskin_series.php
Modifications, Downloadable Objects, More Anime Sims: http://www.modthesims2.com/
Mermaid Cove (a lot of makeup, and skins): http://www.hairfish.com/mermaidcove/html/makeovers.html
I'll add more later...enjoy!
*Update*
http://www.sims2.thesimsresource.com/ They have a LARGE free area.
http://www.insimenator.net lots of hacks, as well neat body mods. (free)
http://coris.byus.net/ Its not fully in English, but these hair styles are to die for.
http://www.sapphiresims2.com/index.php? This one's an ok one http://thesims2.ea.com/ And don't forgot the official site
http://www.rosesims2.net Gorgeous hair and "magic" themed stuff - which includes weapons, accessories, anime and videogame characters, and more. VISIT NOW. >_>
http://www.peggysims2.net incredibly high-quality hairstyles, J-pop-ish clothing, generally lots of really pretty stuff. Please ignore the eye-bleeding site design. D:
http://www.xmsims.com some of the nicest freebies out there (especially for hair addicts like me!)
http://sims.zifengling.com they have some GORGEOUS sims and genetics in their "paradise dolls" collection.
http://www.balabalasims2.com Someone (in the intros thread, I think?) said they liked Sunair's stuff. This site is really similar, and it's brand new.
http://louis.new21.net This site has awesome makeup, accessories, skintones, and hair. One of my favorites
http://hnote.net This is another great site. It has uber awesome clothes for your male sims
http://www.sims2wiki.info/Content_List This is my -bible- when it comes to Custom Content. :3
www.holysimoly.com www.welldressedsim.com http://www.snootysims.com I download a lot of stuff.
http://simguys.net/ That site has some cool downloads, and check out the fansites. They also have tips for your own Sims site.
hhtp://www.simsecrets.biz/ oh, and if you have an account on the site, then go to gamespot.com They have a program where you can download content for The Sims 2 on there!
http://www.raonsims.com/main/main.php ! The icons with the little presents are stuff you have to pay for, but there are also tons of awesome freebies. I especially recommend her female hairstyles section. You do need to register to use the site, just like Mod the Sims 2, but it is well worth it!

Leenalia how can you use downloaded stuff? I winRARed it and it doesn't appear ;_; So you have the .package files, right? Or couldn't you even un-RAR them? *slightly confused* O_o If you got the files out of the RARs or ZIPs, just move them to your My Documents/EA Games/The Sims 2/Downloads folder. If you don't have one, you need to create it manually. 3nodding
