The characters that you've never seen a use for, be it story wise or battle wise. Mine are as follows when it comes to battle.
1: Cait Sith (FF7)
2: Garr (Breath of Fire III)
3: Peco (Breath of Fire III)
4: Cray (Breath of Fire IV)
5: Rinoa (FF8 )
6: Amarant (FF9)
7: Kimahri (FFX)
8: Lulu (FFX)
9: Adray (Star Ocean: Till the End of Time)
10: Colette (Tales of Symphonia)
I'll be back later with my list on my least favorite characters story wise.

I agree with Cait Sith. He seem like he was not very useful. Lulu... even though she is a black mage. Yuna makes a great black mage after compleating her white mage path. Kimahri was not really useful as his path I didn't really like, and somewhat felt like there is not really any use for him since what ever path you take him. I think that there would be someone that is better already at it. Maybe if they made something else as a overdrive and let his magic selectable than maybe he would be a better character.

Here's one...
Umaro (FF3 America, FF6 Japan)
Well, the only cool thing about him was it was funny yo see him throw one of your own friends at the enemy, other than that, pretty pointless...

well I dont know about Cait Sith, but I use Lulu, Rinoa, and Amarant most of the time. ppls i dont use is Kimahri(FFX), Adray,Abel, &Roger (star ocean til the end of time) Lulu to me is my most favorite character because she reminds me of well...me xd and she is also powerful like Yuna. but right now, for tales of Symphonia, im starting to use all of the characters to see what kind of power they have.

you forgot irvine (ff cool . as a character and a playable character, he was a complete waste.
setzer(ff6) was interesting, but became a lame duck very quickly.
as for kimahri (ffx), only partly. his path was somewhat limited, but i liked that you could choose which way to take him. ive always been a fan of blue magic, and with some skills and his celestial weapon, he was perfect for crowd control.
lulu, on the other hand... she was a very powerful black mage, but after yuna gets her celestial weapon and the holy spell... lulu is obsolete. even with onion night (pain in the ******** a** to get, but i got it), she isnt quite as strong as yuna.

I disagree with Irvine and Lulu as you see them. I found Irvine to be one of the most useful characters you could obtain, thanks to his limit. If you manage to max out his stats,he can be just as dangerous with his Quick Shot as any other character with their limits. In Lulu's case, magic is good and all, but let's be honest; aside from the characters' overdrives, once you did so much stat and ability-wise, all the characters resembled one another in battle ability. The overdrives are what make the difference. The only reason I found Lulu any more useful than Kimahri was because she could cast multiple magic spells with her overdrive, though even so, the stronger spells are made that much harder to get multiples of, so you still end up better off using someone else's overdrive. @Paine: Colette in my eyes is trash, aside from her Torrential Para Ball and being able to do an infinite combo of sorts by cancelling her magic spells then attacking.

Oh I agree. I mostly use Sheena, Lloyd, Raine, and Genius. I like using Kratos and Zelos, since they use the same techniques. Regal is okay, alittle difficult to control but he okay. Presea is there for power, I like using her when it comes to certain situations. I use Colette for dark monsters. I like seeing Judgement and angel feathers. Even though Luna cast judgement everytime she is summoned, i just like seeing Judgement. xd

My opinion
In battle: 1) Cait Sith (FF7) I don't think I have to say anything... 2) Rinoa (FF cool She has such a stupid limit break and she's awfully weak 3) Selphie (FF cool She's stupid and slow 4) Lulu (FF10) I felt her overdive was the hardest of them all and she can be so weak in the middle of the game. 5) Irvine (FF cool Just useless
I disagre with Amarant being useless in battle. He has lots of useful abilities like Revive and Chakra and the attacks No Mercy and Spare Change are really powerful
Storywise: 1) Caith Sith (FF7) 2) Eiko (FF9) 3) Selphie (FF cool 4) Rinoa (FF cool 5) Lulu (FF10)

Or at least two of 'em. Selphie - Two words: The End Irvine - Put in the same effort you'd put into any other character and he can be just as dangerous. Storywise, in FF9 were it not for Eiko at a few points there would be no story at all, and sure Rinoa was a brainless bint and she got captured or endangered a lot but without all that happening revolving around her the "heroes" would be really ******** bored I bet.

Grune from Tales of Legendia, I've never used her even though she's been in my party for along time. I don't think she has much going for her, unless someone is like OMG shes so powerful I don't think she will ever be in my main party or even spend time leveling her.
