I'm torn between the two. Ralph is more of a "duh" idiot whereas Homer's more of an idiotic idiot if you know what I mean. Ralph essentially knows how things work whereas Homer doesn't seem to have a clue about anything.

It's hard to answer such a question because Homer is a complex character with as many dim-witted flaws as attributes, and Ralph is pure innocence (he just doesn't know any better). Actually...one of the producers I think mentions that Chief Wiggum may be the stupidest character of the whole show. I mean, there's no real reason why he should be so dumb, and his idiocy is exemplified by him being the chief of police. His character makes you want to shout into the tv "he shouldn't be the chief of police!" *shaking fists vigorously*
