a. What kind of paint are you using? b. Your hopper. Clean it and the feedneck using warm water and dish detergent. Having a hopper and feedneck that is all gunky slows the movement of balls.
Paintballs are coated with a resadue it's real greasy and over time it builds up collecting debis and dust along the way. When I got my r/t installed my hopper could not keep up, I did not want to spent money on a new hopper so I cleaned it and it fed nicely. If your balls are being fed at a slower rate then intended then the balls will get caught between the breach of the feedneck and front bolt. causing a chop.
If Draxxus has any other advice, you should listen to him.

This could be for several reason why it is doing this, but here are afew reason that why it could be happening. Without really specific details on your set-up and such it is kinda like a shot in the dark right now.
1. Your hopper is not keeping up with the rate of fire you are shooting at and a ball is not fully making it into the chamber and is getting pinched by the bolt before it has the chance to be chambered in the marker.
2. Your paintballs are too big for the bore of your barrel and is being forced to break in the barrel.(Rare but can happen)

The breaks are happening in between the bolt and inside the barrel. The paint is cheap "white box" 2000 balls for 20 bucks so its probably not a smart chioce. Its a Tippmann 98 Custom Pro-E with ACT

im not familer with the pro e but i am asumeing it has an electronic trigger.
if so my first question whould be do you have an electric hopper? if you dont get one and if you do what kind is it?
next (if you have an electronic or reactive trigger) what setting are you on?
i whould suggest you get a better paint altough thats not your only problem. i whould also suggest checking your paint barrel match. its posibale that the paint is breaking in the barrel and just running down into the breach

[xx.catalyst.xx] We kind'a need to know where the breaks are happening, to help you... well he said they break in the chamber it sounds like he's choppin from the bolt. i have an A-5 and it chops ALOT. get a faster hopper and try to slow the electronics down.

tippmann is probably way more rugid than a triolgy, and it has more aftermarket upgrades availaible, but triolgy is good to cause its a cocker

When I bought a Flatline Barrel for my 98 Custom, all the paint I had kept chooping inside it. I later found out after a series of tests that the paint I was using was too thin-shelled. So I had to use premium paint only with it, which I don't mind. I usually use premium paint but they were out of it the day I bought my Flatline.
So just a thought, the paint you use might be too thin shelled or their might be a small cut in the barrel that cuts the paint on the way out.

zero_blood_skater dude, it's a tippman. if u wanna good gun fer cheap, get a trilogy u can always get an electronic trigger, and mine hasn't choped yet you cant compare a 98 to a trilogy, thts making the 98 look bad if you want to compare a trilogy gompare it to any lil spyder, a 98 will always be better than a trilogy, i had one for 3 years b4 i went into fulltime speedball playin , all it needs is tuning and tlc and they can be perfect , a good combo is 98 rt, freak kit and an eggy at 285fps , u got 17+ on the rt and no chopping, i dnt thnk a trilogy could ever get close to tht

Also when it comes down to comparing markers that are in the same price range its all on personal prefrence. I personally wouldn't get a Trilogy becuase they lack the best thing about a Autococker and that is that you can fully customize them to your liking. You can buy some special made adaptors so you can fully custimize it, but its still not the same. Nor am I saying I would get a Tippmann, I'd actually most likely get a Spyder. And telling him to compare a Trilogy to a Spyder is no better then him comparing a Tippmann 98 to a Trilogy.
