neutral I can't think of many marvel villians that aren't to bright, but I guess Mole Man and Archade aren't my personal favoret...
DC definatly has a varriety of more idiotic villians I mean Captain Boomerang, Killer Frost, Ivy (not Poison Ivy) ... there are a bunch of them...

His traps are genius, I'll give him that. However I would like if they would apply his character out side of the same old Murder World plot... I mean Mole Man has one more evil plan than Arcade... Take over the Surface Dwellers or Destroy them... -shrugs-

I also like to point out that Cap Boomerang is a badass he's cool(dont mess with the rouges)

Kite Man. Interesting fact: He was originally going to play a major role in Villains United, as a member of the Secret Six. Instead, he was killed off-panel by Deathstroke. Like he deserved.
