There aren't any Final Fantasy characters based off of Gackt (not counting him in Dirge of Cerberus of course).
And they based Squall off of an actor named River Phoenix.
"While not a tribute per se, Japanese video game character designer and director, Tetsuya Nomura, has gone on record as saying that the design of Final Fantasy VIII's protagonist, Squall Leonhart, was based on River Phoenix."

A character with his likeness will appear in Dirge of Cerberus: Final Fantasy VII. Although having little direct involvement in the game, his character is revealed through various G Reports hidden throughout the game. Gackt's identity in Dirge of Cerberus is thus known as G, the prototype to Shin-Ra's super-soldier, Sephiroth (or codename S), and Cloud (or Codename C). SO Yes in a way but cloud is only a made up Character but if he were really yes. And the only reason he looks like cloud because Final Fantasy is hes favorite game.
