Let's see, he probably didn't like it. I mean, when Aeris brought it up, he was in somewhat of a "WTF?" thing. He only did it so that he could get information from Don Cornero, or Corneo, or something... It's the only reason Tifa wore that dress and tried to seduce him somewhat. He couldn't bust in and kill him because they needed to know the answer to some questions, and he was the guy to get them from.

It's because they wanted to get in intelligently instead of just rushing in and possibly getting themselves killed. If they had snuck in as women, they would have gotten in more easily since the Don is a giant pervert. Now, in way, you want to do something as easily and as painless as possible so that there are not too many casualties on your side. Just think of it like, hm.... Metal Gear Solid 3. See, he sneaks in, wears disguises, an only fights when he truly needs to fight instead of rushing in there and getting himself massacred.

Ok. I'll accept that Cloud thought something through for once. Most of the time, even in the movie, his method of a well thought out plan was to wing it and if I had to sneak into a heavily guarded mansion with some christian girl(no offense to those who like Aerith) cross dressing would not be my first choice or even any of my choices.

Well, in actuality, Sephiroth is the more diehard of the characters. He doesn't care how many people he slays or who has to die, just that the mission is completed.
In a sneak attack mission, you want to get in and out with as few lives taken as possible. Just get the info you need, and kill when necessary, that's what Cloud and the gang needed to do since they were outnumbered and didn't want to unescessarily fight a gang of people.
Sephiroth, on the other hand, would go in and attack, despite the number of enemies and innocents he killed on the way. Though he wouldn't get hit often, the amount of enemies is too much and sooner or later he'd get hit, maybe even in a fatal area or something.

That's the difference between the two, Bra. Cloud just wants to get what needs to be done done with as few injuries and casualties, despite what he needs to do to do it.
Sephiroth just wants to get it done, and whoever is in his way is practically dead, despite the self injury and the injuries or casualties of innocent people he is sure to commit.
