It's probably debatable. Organoids by appearance seem to be mini-Zoids, each with their own abilities and personality. Yet when fused with a Zoid they help bring out the best abilities in that Zoid. They can control the Zoid they're fused with, help heal the Zoid, and help it evolve faster than it normally would without. Then in New Century there are the Ultimate X Zoids which have organoids permantly fused to them, thus making the Zoid stronger overall, as well as gaining the organoids ability to, well, have a distinct personality.
First and foremost though, I'd say organoids were meant to be partners for the Ancient Zoidians. Supposedly each Zoidian had his/her own Organoid and they went everywhere together. Something like that. xd

Zoids are Zoitec Androids, so Organoids must be Organic Androids, cuz I don't think you can build an Organoid. They hatch from egg things.
