As long as you've posted here your form for the Efui, you may start rping (assuming you got the requirements right). POTENTIAL pendants to be do not count! Your efui MUST have that pendant equipped on when they apply (for clan requirements)!
No pendants are needed to go into the Kather or Malkuth threads, but only cosplay Efui may RP in the Kather thread!
Zoo will check here from time to time, and update on your certs (officially) the clan your Efui is a part of!
