i think the black on the eyes is supposed to be from lack of sleep. He never sleeps.

the demon inside Gaara is Shukaku

contrary to popular belief, he is neither a raccoon nor a badger, but a Tanuki, a type of raccoon dog native to asia.

here is a site were the tanuki is explained, both physically and as a supernatural creature in asia, an interesting read.

Onkio Goes To Japan: Tanuki

on the eyes thing, as you can see, the tanuki, while not being a raccoon, has raccoon like marking on its face, namely dark rings around its eyes. this is my main belief for Gaara's dark eyes, but most just chalk it up to his insomnia. choose whatever explanation suits you best.

Nothing is chalked up here,
The rings around his eyes are explained as result from his insomnia
he doesn't sleep in fear of Shukaku taking his personality over
this is all said in the manga/anime

yes the black is from lack of sleep, the demon is a raccoon dont know the name though (my theory is that he fills in the "lines" with eyeliner lol so some of its lack of sleep and some is eyeliner...hehe(

i always saw his dark eyes as a mixture of insomnia and the Tanuki inside him. like how Naruto has scars on his cheeks that looks oddly enough like whiskers...
in the english version, they translate Shukaku to be a raccoon-dog (which is basically what a Tanuki is), or sometimes just a raccoon; and if you watch the japanese version, subtitles will probably call it a raccoon-dog simply because not a lot of people outside of asia know what a Tanuki is.
