Sounds like you're talking about G3 from Kamen Rider Agito. Kamen Rider Black RX wasn't a police officer...atleast that's not what my memory tells me. sweatdrop

Nope, it wasn't.
I forgot what the name of the villians that RX was fighting (the main bad guy was this...gold-guy....), but that villian, and basically, this Rider seemed to have some emotional trauma. And transformed into Bio-Rider, and the other kick-a** Golden Rider.
:gets reminded of this on RX video she has with all of the Riders banding together to help RX:

Didn't the organizations in Black & Black RX have religion-based names such as Dogma & GOD(Government of Darkness) ?
Ah yeah, I remember those 2 forms. Prince of Sorrow & Prince of Wrath I think....

Black RX was my all-time favorite Rider series. It was the first one I watched and it's still my standard for everything that is Kamen Rider.
And just so that there's no misinformation getting spread around the guild of my favorite show:
Black RX came about as the sequal to KR Black. He recieved a super-charge from the sun and transformed into RX after dying in the first series. While Shadow Moon was one of the more well known rivals of RX (carried over from Black) he was not the main villian. The guy with the gold face is called Jack Shogun, who was actually just a front for a greater villian that didn't make an appearance till the very end (I'll hold back on the spoiler).
His alternate forms are Robo Rider (the gold robot version) and Bio Rider (the blue liquid version).
My memory beyond that is a little hazy since it's been about 12 years since I've seen it, but hopefully I'll get my hands on the DVD's soon whee

I haven't been able ot catch KRB from the WAY beginning and so on sweatdrop ).

I only caught Saban's short-lived Masked Rider around more than a decade ago on Fox. From what I remember, it was sillier than the BeatleBorgs, but I mean... it's Saban...
From the very little I've seen of KRB and RX's japanese editions, it seemed cool, although dated(but that shouldn't be a problem). I have to admit that RX's opening sequence and theme song are really exciting.
Kamen Rider Black (Masked Rider) was my first glimpse at Kamen Rider ever, unless there was another series like it that aired when I was too young to remember.

When Kotaro experianced extreme emotions of sorrow and anger he was able to evolve (sorrow = robo, anger = bio).
The villain for RX, the Crisis Empire, the guy in gold, was General Jaaku (ジャーク = 邪悪 = Jaaku = Evil).

I still want to get the Black RX series on DVD. I have KR Black. I liked RX from what I saw on Masked Rider. "Super Blue" kicked a**.
