I was thinking over this for a while, and I could never reach a decision. Who do you guys think is the weakest hero and weakest villan?
Note: They have to be an actual hero or villan, thus, no characters such as Timmy Turner (Fairly Oddparents) or Martin Mystery.

The weakest villian, i think, would probably have to be Plankton from Sponge Bob Square Pants (Does he count???)

the most famous useless villan is the black manta from the old jla tv show.
his rival is aqua man (the one unable to lift up bildings and such the one where he can swim and talk to fish yippie!)
he has NO SPECIAL POWERS THAT WHERE EVER EVER USED!!!!!!!! all he does is....swim! and he cant even do THAT for long because he cant hold his breath forever like aqua man he has a bloody scuba suit on for crying out loud. he is the retard of the super villan/hero universe
