nihongo ga joozu desu ne!

No, Its not good yet. Eeek. That's not quite right. First of well, it should be 'mada', not 'made'. 'Mada' means 'not yet', while 'made' means 'until'. Second of all, you can't say 'mada mada desu' in response to 'ogenki desu ka', because it makes no sense to say 'not yet' in response to 'how are you'?
If you don't want to give a positive response, you could try something like 'maa maa' - that's kind of like 'I'm okay...' Or I guess you could negate the thing entirely by saying 'iie, chotto...' It's kind of standoffish and vague ('no, I'm a bit...'), but the Japanese are really against conflict, even in ordinary conversation.
