I was thinking Classic Megaman because I know him better but anyone can talk about X if they want as long as we dont confuse the two.

My vote goes to Samus Aran.
--She is more agile (grapple beam, high jump boots, morph ball, space jump, spider ball, speed boost, morph ball boost)
--She is more powerful (screw attack, power beam, charge beam, charge beam/missile combo, missiles, super missiles, super bombs, and a list of other beams that are too long to mention)
--She has a better awareness of her surroundings (scan visor, x-ray visor, thermal visor, echo visor etc.)
--Her various suits add massive defence (power suit, varia suit, gravity suit, dark suit, light suit)
Overall, I'm pretty sure Samus takes this.

Well Megaman dosent have a boost but he does have a slide kick.
As for more powerful I dont really know. Megaman has the power to control Gravity, and Freeze time. He can summon Asrtoids from the sky to strike his target, a lot of shields and a Flameing sword. He also has missiles by-the-way. He has more but I also have little patience for the task of includeing them.
Megaman seems well aware of his suroundings, he seems to see everything on the screen behind him or behind scenory.
He dosent need suits, hes a robot.

Samus has mega man beat. She is a top notch bounty hunter and she was traind by the choso for about her entire life. She also has many different beams and gadgets

He dosent need suits, hes a robot. Megaman's ability to control gravity is useless if Samus uses her Gravity Suit. Plus, Samus would be able to easily shoot down the asteriods. Her multiple seeker missiles would do the trick. And you can't win a match without speed, thus, Samus easily takes it. Her speed boost lets her travel well over an approximated 100m per second.

The gravity suit makes her jump higher dosent it? If her gravity was to sudenly reverse its pull on her would her suit protect her from that? Legendary-Saiyan-Broly Samus has mega man beat. She is a top notch bounty hunter and she was traind by the choso for about her entire life. She also has many different beams and gadgets Megamans traind by experience. Hes been fighting robots since the begining of his existance, and he also has a wide variety of different beams and gadgets.

No, the High Jump Boots and Space Jump maker her jump higher. Samus is unaffected by gravity changes with the Gravity Suit on. And the multiple seeker missiles would work. She can shoot 5 at a time with rapid succession, so she's safe using that. And the time freeze seems like it may do the trick, but can you list the exact conditions for him to use it? (ammo depletion, strength conditions etc.)

In 2 you time freeze works for as long as your power bar lasts. 6 warks the same but you can stop the bar during the freeze.
Those are the conditions. He can use it to dodge and it might have the same effect it did on Quickman since it was Quickmans speed that made him vernerable to it. Thats only a thereoy of course.
Who knows maybe Megaman has one item that works on her very well.

That's a slight possiblity, but it's a fact that Samus has no outstanding weaknesses, so I'm pretty sure that all weapons would do equal damage with the exception of those that are naturally more powerful.

He has the power to Summon a lardge fist of sand to come out of the ground below. He can shoot electricity, punch through brick walls,fly( with Rush suit), fire tornados, surround himself with floating debree and chuck it in 3 directions, button mashing ripid fire with buzz saws in any direction.
All this should acoount for something.
Plus he has a sword made out of fire.

The strength to punch through walls won't do much. Samus has been hit by enemies with far greater impact, and little damage has been taken. Shooting electricity could be countered with the Wave Beam. Flying is useful, but Samus is a long range shooter as well, not to mention that the Speed Boost makes her almost undetctable with excessive speed. Fire tornadoes won't help because of Samus' Gravity suit, which even repels magma. Megaman's flying debris can be countered with the Multiple Seeker Missiles.
