A bustling metropolis once again, Utsumi-to sits as the capital of the Land of Tea, and home of the Imperial Citadel that governs the region. Acting Governor Yamata and the Emperor's councilors in the region measure the region fairly and watch over the people in fair and kind rule, as business and trade flow freely. Imperial Warships from both the Keiji and Bismark Fleets make regular dock in the port on rotation, and to act as a deterrent against a waning pirate threat in the region.
The Local Garrison has reported a steady and welcome peace, with the general populace generally self-policed unless serious crimes merit a response.
Market stalls and residential districts have been brimming with new life, as the once capital was brought to new life and the economy of the region has only prospered further.

Her cheeks puffed as she was annoyed, her hands on her hips. "I said heeeeeeeyyy what's going on here?!" Nothing. Ugh! Even with this stupid heavy booch, no one was paying attention to her! "Huh. Guess I need to try to be more strict.. should I threaten to remove the guard's rank? Maybe the pay? Would that work? Wait, that won't get their respect. How can I even get their respect if they won't even listen to me!?" It was then when she hears them talk, it clicked.
Maybe she should try listening!
What that, she listened and boy she got buncha information! Apparently, this ship was attempting to smuggle but it seemed that they had got it down. However, the smugglers had set up traps around the areas and the ship was empty with smugglers which indicated that they were scholars and knew the shinobi ways. Oh well! Whistled to herself happily, she boards the unflagged ship unseen.
"Okay! Himawari, this is your one big chance! Remember your training!" Himawari did everything she could to seems serious and even when she tried to seem serious she wasn't... serious. It was then, she heard a meancing growl. With a shriek, she quickly covered her mouth with her hands. Ladies like her don't shriek! They fight! With that in mind, determined as this little sunshine could be, she unsheathed her katana. She had been training for this! She was READY!
That was, until a little baby leopard kitten came out and gave out it's best tiny wittle little meeerrrooowww. Himawari paused and blinked. It was then she sheathed her katana and scooped up the kitten faster than anyone can blink. "Ohmygoshyouaresoadrorable, Iamkeepingyourforevernomatterwhat Dad says, youaremineandmineandmine, so cutesosoftomgminemine! The kitten, now perplexed was having it's face nuzzled by Himawari's. Himawari heard the shouting upstairs, Himawari smiled as she went upstairs to meet with the guards. She got a scolding and then got off the ship and continued onto her mission with a kitten in her arms!
