Shortly after things starting returning to the routine after the events involving Akito and Kagerou's sudden loss of the Rinnegan a familiar knock on her office and the entrance of one scheduled Arashikage.
"Ka-nee. I've some things to dicuss with you, I realize perhaps you have been excited to hear of my recent..endeavors with Ms.Kameyo but today I need to have a word with you personally on another matter." Toso would have assumed the typical position on the chair across from the small end table in front of him. He'd remove something from his coat, what looked to be a first aid kit placing it on the table and resting his hands in his lap. The first aid kit, however, had the long string of words 'Confidential' on it.
Up until now Toso had been visiting Kagerou in a far better mood than usual, his confession he'd been seeing the wanderer Kameyo on a more than friends basis but less than lovers relationship had been a recurrent thing on his mind. Recently his expositions was about 'what was romantic' among other things. Albeit any question asked in regards to actual sexual relations despite the relevancy of it in such a relationship was dodged almost indefinitely every time. There would come a day when Toso would converse with Kagerou on his lack of physical knowledge involving normal human intercourse but today was not the day.
"You recall, how I said I was hoping to find a means to revitalize the sick, revive the recently deceased, when you were given the Surgeon General position out of necessity that day?" Toso was, of course, referring to Kagerou in regards to the recent talks of a miracle panacea while mentioning a possible alienation of the APD. Luck would have it that he hadn't alienated the police force itself, just its Captain. He had accepted he couldn't win them all. Although it may have still been a subject Kagerou sought to bring up again later but it was clear Toso had no problems in reconciling with Kenshin it was the vise versa. To a viral degree at that. From what Toso had told her the man would refuse to breathe the same air as him in the same room even if his life depended on it.
"Well in that box, is the precursor to that solution...its simply...I need a favor from you." Toso seemed reluctant. Whatever this favor was seemed to foreshadow something unpleasant. Still he'd wait to see the womans response. This was 'supposed' to be a session. But as truth would have it Kagerou was engaging in her own projects and this seemed to be the only time he could find to be alone with the woman.

Was she the older one? Or was it Toso? Well, it didn't particularly matter, and matters of time were always strange and immaterial to shinobi. Five years for, an instant for another. Kagerou's current appearance didn't help it at all, either. For one reason or another, her 20-something year old self had aged herself down to 16 or so. With how many pies she currently had her fingers in plus her own tendency to personal whimsy occasionally, it would be realistically not worth it to figure out the reason why.
Of course, while she looked like her teenage self, the Kagerou inside was still the same one Toso knew. Gently smiling, with neither too much restraint nor freedom for a friend who was also a leader of a village she could only pledge second alliance to, at most, Kagerou gave Toso a few generically nice greeting words in between what he had to say about his important news.
Kagerou was at the counter to the side of her desk when Toso entered. This was her personal office, and though she didn't wastefully spend funds, she had appropriately decorated this office to match the status and respect owed to the position of surgeon general. With whites playing the major color theme, it was clean, organized, hygienic, and sanitary. Lively and gentle hues of greens from various plants, some sporting colorful flowers, tastefully placed throughout gave the office Kagerou's personal touch. The walls were lined with shelves packed with books, adding further color and giving the room a scholarly side to it. Some of the spots on the shelf were empty, and their corresponding books could be seen temporarily out of place on the end table Toso sat at or on Kagerou's desk.
Upon the small counter Kagerou stood besides there was an array of supplies to prepare tea and coffee. Kagerou had been waiting for the water to boil when Toso entered the office. Just as he finished explaining the real purpose of his therapy appointment, the water within the kettle began to boil.
At the beginning, Kagerou's smile had been controlled, but in a way that was cheerful and friendly. She had let shine the mischievous gleam in her eyes, but had also taken care that it would not slip out of control into a slip of the tongue. After all, it would be inappropriate to tease the Arashikage in the same was as Nozomi.
Now, the mischievous shine had died down. It was replaced by cautious curiosity instead. Her eyes relaxed from their position curved up into slight crescent moons. Open and clear, they stared, pupils focused on the cups she was taking out of the drawer, but attention focused on what she saw of Toso in her peripheral vision. Likewise, her smile relaxed, no longer tugging so strongly at her cheeks. Her professional demeanor shed what slight traces of friendliness it had and assumed a purely professional, research-associated aura.
While this was no longer their usual session, Kagerou nevertheless made the same offer she always did. "Tea or coffee?". Likewise, her observation regarding the answer to this question remained as acute as ever. A mental count of Toso's answers plus what she had heard from others was Toso's preferred beverage. Was he lying? His reaction while giving hsi familiar answer. In some ways, Toso proposal had changed Kagerou's approach to this visit. In other ways, however, this was still very much a 'session.' [37 sentences]
"Tea, oolong, two teaspoons, salt." Toso would fluctuate, and Kagerou's tea ceremony was often the most ideal way of determining just which 'toso' she was talking to. Whenever he requested coffee with cream and sugar it usually spelled out that he was his particularly 'eccentric' self. His current request was common, Tea, a light variant, and salt as oppose to sugar...the salt request was one always particular to Toso likely having something to do with his pallette. Only once had his request ever taken a dramatic shift, coffee, black, nothing. That was a day in which Kagerou had lost one of her tea cups. It was shortly replaced that day and apologies followed but that day was a glimpse of something else aside the usual squid stocism and eccentricities.
When Toso would recieve his request he'd take one sip and place it to the side as per usual whenever he wanted to talk about something less emotional and more significant than his feelings. "So this is what they meant when they asked me why I had appointed a child to be the surgeon general. bloop. Enjoying the might bit of ruckus you're causing I presume bloop. Or perhaps is it simply one expects less of a child in a high position compared to an adult? Bloop. Afraid you know that won't dissuade me, I know your quite the capable woman Ka-nee regardless of appearances..which is why I need your help." Whether Toso had deduced why it was Kagerou had assumed her shape or not correctly he'd lean down and open the case.
Inside was a collection of syringes and a marked label. "This is a request I can only ask of you, it was proposed several times that I merely use criminals and captives for testing but...well...to do so would leave a bad taste in my mouth." Human experimentation was not one of Toso's prefrences especially when it involved this particularly delicate development. "Rather this is something I believe can only be tested by someone with a devout belief in the field of medicine." Toso would look at Kagerou likely she'd be having questions and the insinuations were more than simple to deduce. He wanted 'her' to be the test subject with the key persuasion being her desires in the field of medicine. "What we have is a serum here that can cause full cellular regeneration. Missing limbs, dying cells, etc bloop...I'd test it myself but with it having been based on my cells and that I can regenerate my own...well it won't suffice to prove much of anything. It's tested well and confirmed on test animals the only thing we need is trial data on its effects on humans...and..well I understand if this request seems too unprecedented bloop. I'd rather not subject anyone to such things that are implied if you understand. But, I can only live with myself if the person is someone willingly accepting of the trials for the pursuit of medical science and I'd rather not give the dying false hope."
Toso would then look at Kagerou. He was in fact. Asking her. To be his guinea pig. That was the short end of it. How does one test for regenerating missing limbs and or dying cells? Well. Through things that even the anbu who were subjected to torture methods would find an endurance test. Of course Kagerou was under no obligation. More over she could suggest a better way to trial the drug. But Toso seemed to have decided to choose Kagerou due to her affinity for the practice of medicine and perhaps a rumor regarding a 'technique' of hers that allowed her to re-fashion her cellular structure should things go awry.

Kagerou lost her post, so here have the cliffs notes version. Plus side? Lower sentence count.
Kagerou finished making the tea to Toso's tastes, picking up that this was his usual versions preference. Two cups of oolong tea were brought to the end table. One was placed delicately in front of Toso. Kagerou picked up the other and took her seat, bringing the cup up for a sip after watching Toso do so first.
Toso set his tea aside from his first sip. Kagerou's eyes traced the cup's path and then returned to the tentacle kage's face. This was his signal that he meant business. Without a word, Kagerou merely closed her eyes and nodded to show that she understood. A right shame it was. She couldn't derail the conversation and have a bit of her own fun anymore.
Leaning back into her chair, Kagerou let Toso take the stage with his explanation. She kept a hold on her cup of tea, occasionally bringing it up to her lips to take a sip. She said nothing while he gave her information, letting him continue uninterrupted. In lieu of words, her face responded. A quirk of the smile up on one side as Toso recounted the ruckus she had inadvertently caused in the hospital with her current form. An intent stare down at the first aid kit as it was opened and the contents within described in detail. That was when the index finger wrapped around the teacup began lightly tapping on the side of the porcelain container. There was, tellingly, no reaction when Toso finally revealed for certain that he wanted Kagerou to be the first test subject.
Once all was said, Kagerou sat back up. She lowered her teacup to the counter. Her newly free hands reached out to the opened medical box and pulled it closer to her. One hand tapped upon the rim a few times before the other hand reached in and pulled out a vial of the serum. Slowly, gently, carefully, the serum was lifted to the light, which shined through the opaque liquid. Kagerou silently observed the liquid inside. Then, just as slowly, gently, carefully returned it to its resting place. No matter how proficient of a medical she was, even she could not decipher the contents of a complicated, genetic formula with just her naked eyes.
The easy, relaxed smile had never left her face for a second. It continued to not leave her face when she raised her eyes and, for a silent minute, locked them onto Toso. There were quite a few things she could say as she left Toso in suspense.
She could insinuate that he had just told her something he probably didn't mean for her to know?
She could also press him further about what was contained within the serum.
Honestly, she was very interested in how Toso, who she wasn't aware had any medical knowledge, managed to develop this serum.
There was, as well, the question of why he asked her, and not someone in his inner circle.
Rather reasonably and sensibly for a doctor, she should at least ask for a few days to research this serum herself so she could make an educated decision.
However, Kagerou was not merely a doctor. She was a kunoichi, and a kunoichi followed orders given without question. Of course, Toso would not give an order. She knew him well enough to understand that his requests truly were optional. Even in this very conversation, he had explained why he couldn't give this order.
Kagerou, as someone forced to stay in Arashigakure as a surgeon general, would normally have no motivation to push herself into a corner from which she was forced. However, this wasn't a normal case. It wasn't everyday that the Arashikage procured a miracle judge. It was just a shame that Toso, being this wishy washy, made it difficult for her to trust this drug. As his friend, she would give him a second chance, and if he passed, then she would trust him as she would trust a friend. This world of shadows and sneaks was as full of secrets and mysteries as ever. Within the whites, blacks, and grays of the parts of Toso she knew, Kagerou was unsurprised to learn that he had such resources at his disposal.
Therefore, to the Arashikage, she proffered a choice, "If this is merely a request, then I will need to take samples of these drugs for my own testing before making my decision. I suppose it might... take a month or couple? Possibly even more to retain the secrecy of this solution," or "However, what if I were to say that I am completely prepared to abandon and regrow a limb if it came to that? Several times in a row, even. Of course, not nearly as easily as a member of your clan can, but it's certainly possible in a controlled setting. Could you trust your panacea enough to give me an order then? With an order, I admit that I will have no choice but to administer it immediately." The speaking teen in her informal hoodie painted the very picture impartiality. For or against? Neither the obliging smile nor piercing eyes gave a clue to her inner thoughts. This choice was all on Toso. [61 sentences]
Toso remained quiet. He'd return to his tea. He'd play with the teaspoon spinnig it in circles. This usually meant he was in deep thought and contemplation. He'd then raise his head. "An order then it is bloop. Kagerou Kiritani of Arashigakure you're ordered to aid in the trial and testing phase of the serum in front you as the sole test subject to the best of your ability, as quickly as you deem neccessary and possible, in correlation to the amount of dedication and faith you have in the project." The order had boiled down to. Do it, do it as quick as possible AT HER OWN speed she felt was necessary or required, do it to soley herself, and do it until SHE DECIDED she believed it was a failure or too much for her. Toso wanted his miracle drug for the village, but he didn't want it at the expense of enslaving an individuals right to make their own decisions. It was clear his 'order' was more a way of appeasing what seemed like Kagerou's desire for one but at the same time wasn't overtly demanding of immediate results. Kagerou's train of thought however, did perhaps...concern him a bit.
The truth of the matter was Toso knew ABOSLUTELY NOTHING. About Kagerou on a personal spectrum. She was simply thus far to Toso,in short, a darn good doctor, a pursueant of medical science, a lovely psyciatric specialist, and a powerful kunoichi..but..that was it. Toso referred to her as Ka-nee. But he added that honorific to several other women. Unki, Shion, etc. So for once...in a session Toso would develop a curiosity. "Your subservience to the order of a superior is admirable Kagerou but it begs me to wonder bloop, do you not consider that some orders could be questioned and denied by your personal beliefs? Especially in cases you'd personally consider an abuse of power or at the expense of someone bloop?"
A flash of Kenshin appeared in Toso's head. A man who gave everything to the law, everything to the order of the chain of command. He did as told, questioned decisions but did not overtly oppose them less they broke the law. Toso could very well have ordered the man to brush his teeth with soy sauce, and orange juice every morning and he'd do so. Toso would then place a finger on his chin to try and create a scenario whilst the other hand placed his tea now empty back on the table. "Such as, I'm giving the order to thusly step on me with your toesies bloop." He'd turn his head away momentarily to look in a corner pleased with himself that he used a word Kagerou had used in the past in his scenario as if it was some sort of 'special friendship word'. His arms crossed he'd turn to look back at Kagerou whatever it was she was doing now. "Despite aptly knowing from our sessions I absolutely detest this? Ah, I'm not giving that order that was just an example. Would you do so?" Toso would then open his eyes to look at Kagerou before a subject change after he was given or not given his answer.
"Ah you know bloop, you've never told me of your time in Kirigakure, what was it like bloop. I know Arashi will never truly be a place you call your true home but I hope it's proved accomodating at the very least bloop. Truth be told I did consider traveling to Kirigakure those five years ago if not for the dense fog it may have well been the place I became a Shinobi as oppose to Kumogakure. bloop. Ah, thinking of it when you think of a squid it only seems natural he'd be among the village in the water as opposed to the clouds but here I am bloop." It was doubtful, but if Kagerou had the means to decipher dna and if she were deciding to analyze the serum further, the serum container would contain four different instances of Dna. Hojo, Kaguya, Saiketsu, Soma no Ko. The four clans known for their regenerative properties.

A sigh and a tilt of the head. Was there a tiny bit of relenting exasperation? Yes, definitely. However, Kagerou couldn't expect results overnight, much less immediately. This "order" with so many holes in it that it might as well be a request would be the best she could get out of Toso. In some ways, as a kunoichi, it made her feel uneasy. However, once was better than none, and as it was the best that Toso could give, she knew that he was truly confident in this drug. Therefore, she could place her own confidence into it without wasting time any further.
Unperturbed by Toso's questions on the personal life she went to detailed but casual lengths to keep hidden, Kagerou finished her tea as she listened. Again, like before, she let Toso get out everything he wanted to say, squeezed out every last drop of his question, before responding herself.
Her response was to lower the now empty teacup and set it on the coffee table before leaning back in her seat and crossing her legs. Only once she was settled in, did Kagerou return Toso's question with a question of her own, "Do I know everything you do? Have you, by any foolish chance, really chosen to make me privy to every one of this village's secrets?". Her scarlet eyes looked skeptically into Toso's without any act or deceit. One eyebrow cocked up completed the picture that Kagerou knew the answer to this question. The small smirk she wore made it apparent that she did think this was a sufficient answer to, at least, the entire first half of Toso's inquiry.
Of course, the answer Kagerou conveyed wasn't something simply found on the surface of the question. It was found in the very reason she phrased her answer in this manner. It was also, in a sort of contrary way, in how she didn't move to immediately administer the drug like she had promised to. Contrary? How? Well, the former implied that Kagerou defaulted to listening to every order given by the kage on the grounds that she had placed her utmost trust in them to play for the better of the whole. However, in the latter, Kagerou clearly wasn't following Toso's orders to a "T." Well, she wasn't following them to the T she had promised she would. In fact, insofar, she wasn't even showing any desire to follow them.
She let the question hang in the air as it was, meticulously timing the seconds since she finished asking it. After roughly half a minute passed, regardless of whether or not Toso had begun answering, Kagerou would pick herself up and start clearing out the teacups, taking them from the end table and placing them into the sink. Then, if he spoke for long enough, she would even get so far as to picking up the first aid kit from the table, a good signal if any that she would go through with her promise, and walking to her office door, opening it without a word and silently waiting for Toso to leave with her. Of course, she was listening. The glances her ruby eyes would give every now and then and the nods of her head would clearly imply that she was still attentive. She would even tell Toso to, "Continue," if he stopped talking because she was moving about. [32 sentences]
"Haaaaaaa. Why must you do this? I'd thought you one for simple and straight answers, simply goes to show my ignorance on the matter in regards to the woman before me bloop." Talking to Kagerou felt like talking to a puzzle box, while vise versa taling to Toso was like talking to a windbag. Truly though what was to be expected from the man who used Talk no jutsu on the Rokubi, Kagami's forces, and literally the entire village during his inaguration speech which lasted three hours as opposed to the normal one. At the very least that inaguration ended on at least him being hated 40-60% less by his people. Of course there was no pleasing everyone and if anything Kagerou was proving to be a difficult woman to please.
Toso would rise from the chair like an old man leaving his television recliner watching his favorite show and having to take a leak. Filled with anticipation but also that nagging sense of 'damn my weak bladder' only the 'weak bladder' in this case was his choice of words and Kagerou's choice of response. One thing was solved, however, and perchance this was Kagerou's unique way of answering. An utterly UNSATISFYING way of answering that made the squidman have to come to his own conclusions. Accursed psychiatric foreplay. Because of how unsatisfying it was to have to come to that conclusion Toso would have to press and goad. This boiling down to making him 'beg' for friendship. Hmph.
When he'd followed her and she made the notion to ask him to continue if he had anything else to say well...he had nothing. Toso had been given what he aptly called the 'grumblies' Kagerou wanted to keep her respective life secret, that was clearly deduced by her words. Did she know everything he did? No. translated via the grumblies was essentially a "I don't know everything about you, so you need not know everything about me." Was he going to make her privy to the village secrets? Well, maybe he was gonna based on a mutual trust developed through a blossoming friendship hmph. One thing for certain stood out however, Kagerou had the constant air of disassociation. Not unlikely caused by the fact that Arashi was never her birth village, but perhaps...it was also rooted in a fear of growing too close.
The weight of having one's entire village, friends, family, role models, stripped away from them...but..that was no excuse. They were all in the same boat. Or so Toso would like to think. Kumo, Oto, Kiri. All three villages were uprooted and became Arashi they'd all lost their homelands...at least he'd like to believe this was the case one hundred percent but the fact of the matter Arashi was closer to home than any of the other two. So thusly when entering the office Toso would lean against a desk with his arms crossed and actually do something uncharacteristic or rather...something someone in his position of power would likely have done long ago. "Kagerou Kiritani..bloop. Tell me about yourself. This is an order from your current villages kage bloop."
Toso would snap his neck to left away from looking at Kagerou as he made a grimace internally. What he said felt gross, but at the same time it may have been the only way to get a straight answer out of the woman. Only then did he realize his words were lacking in definitive context. Swear to Pallazo if Kagerou deflected by giving her shoe size and measurements among other trivial factoids he'd only have to sigh and have himself to blame and live with an even larger amount of the 'grumblies'...but maybe in realizing that this was a possible route she would take was actually already a deeper understanding of the woman he felt he knew nothing about and perhaps he knew a bit more about her than he realized.

Short. Sweet. Simple. Succinct. Much like a maxed out credit card being declined.
Kagerou smiled, her eyes shifting to the side in time to catch Toso snap his neck away in disgrace. She had heard his grumblies earlier, signs of his earlier frustration. She really hadn't meant to be so mysterious or difficult to understand. The answer Toso requested was simply a complicated manner, so instead of going on it for hours on end, she figured she would show rather than tell.
On the contrary, this new matter brought up to her now, the demand to know more about her, had only one answer, which she'd already given. Of course, she could have taken the route Toso was expecting of her. It had crossed her mind, and it had been a rather tempting choice. It would have been perfect, entertaining while deflecting the problematic question, staving it off until a suitable distraction arose. The perfect solution to slyly maintain good relations while arousing minimal suspicion. However, Kagerou didn't want to deceive Toso in such a manner. At least, she didn't feel like deceiving him in such a way right now. This was, in a way, related to his earlier question.
Would Kagerou follow every order given to her?
Well, she clearly didn't just now, huh?
Since it appeared she had no choice but to clarify, Kagerou relented and returned to Toso's first question, "To follow orders no matter how questionable or not... It is a complicated answer. I know you won't like mine, so let me say this instead. If I could judge with near complete certainty that you were asking me to step on you with my toesies for no necessary reason other than some whimsical fancy, then I would refrain as it would cause you undue mental trauma. Otherwise, as I trust that the orders you give as Arashikage are those that must be fulfilled with the utmost necessity, I will believe in your words and unfathomable motives and proceed as you have ordered.
"Ah, as for my denial just now? I am fairly certain your question is unnecessary. From what I have seen, and I have no doubt there is more than I have witnessed, you have sufficient amount of information on me to successfully utilize me in your village. Furthermore, I am currently inclined to believe that the order you gave was fueled more by a petty frustration than an actual need for information on me."
An understanding smile was flashed in Toso's direction as Kagerou busied herself with preparing the "office" as Toso's description put it. Lab would be a more accurate description. Although, really, this room was just an empty, sanitary space with some chairs, tables, and other equipment that could be brought out along the edges of the room. Some esoteric seals were mapped out across the floors, walls, and ceiling for various ninja magic purposes. Over the course of the conversation, the surgeon general had led the kage to where she would actually administer the drug, past the hallways of the hospital above and down to the underground levels dedicated to research, where the lab Toso was oh so dramatically leaning against a table in was situated.
Kagerou didn't bother bringing out any sort of chairs, beds, or other furniture for comfort. The fewer objects were involved, the easier it would be to clean the mess. She selected only a few pieces of diagnostic equipment to record the changes in her body and brought them out to the center of the tile room, where it was clear she was going to perform the test. Then, with case in hand, she approached a counter filled with various medical supplies to make some preparations in advance. The case was opened, a vial was taken out, and after seeing no instructions on how much to inject, Kagerou turned around to ask the Arashikage, "What is the measurement for a dose? Or is it the entire contents of one vial?". She wouldn't be surprised if that was the case. One of these vials had already been fitted with a needle, after all, and was all ready to be injected. However, in this field where exact measurements could dictate life or death, Kagerou couldn't just run on assumptions. On that note, she added another question, "And where am I supposed to inject this solution? Is anywhere fine as long as it enters the blood stream? Have your researchers indicated a certain vein or, perhaps even, injecting it in somewhere aside from blood? Actually, is there supposed to be an instruction manual I'm missing?". Just in case, she tried lifting up the foam setting the medicine was secured within to see if maybe a manual she was supposed to read had been stored on the bottom. [49 sentences]
"But when would that ever be necessary! bloop. Ah, right. I made the scenario, so I can't rightly blame you for my own faulty ordnance bloop." He shook his head. With a sigh and then Kagerou would explain essentially what he already knew, what he knew that she knew, that he knew she'd know because she was always in the know. He'd grip his heart slightly with cartoonish jest but his face in it's always lack of expressiveness did it no justice. "Have I become so easy to read now? Slay me. I'll be a simple figure head in no time bloop." Sarcasm. This was sarcasm of course. The only time his theatrics would really shine was in his more eccentric phase but his eccentric side was certainly peeking out currently.
There was the business to attend to after all. So Toso couldn't drown the poor woman in his theatrics for long before she'd begin asking the big questions...something it seemed Toso was reluctant to answer. Before he approached to give his answers while Kagerou scoured the box for info he'd try and ease into it "What if I don't want to simply just 'successfully utilize you in my village' what if perhaps I wanted to be dare I say it, close friends?' He'd say putting his hand on her shoulder before he'd sigh having to break the news.
"For a human...I don't know bloop. That's why I've asked for your assistance bloop." Toso would find a place to sit again folding his hands across his lap. "It could be the entire vial for a single injury regardless of size, it could be only a small drop for something minor bloop. The researchers have only determined these following things. If injected in an area where cell tissue is dead such as via necrosis the serum fails. The closer the serum is injected to the point of trauma the quicker the effect but does eventually fully regenerate the traumatized area as long as it's injected into a healthy cell, lastly, the serum cannot cure diseases unless the disease has been expunged or died out first. In which case so long as a single healthy cell remains recovery can occur...but I'm afraid the most dangerous thing about it currently is well...unless we discover the correct dosage an excess dosage leads to...well, cancer like tumors. True they can be excised quickly being known but...I..I won't blame you if you've changed your mind for certain!" The man sighed, clearly he didn't want to put anyone through what Kagerou was intending to endure. Even if it was the vilest scum on the planet. He could barely stand the testing on the lab animals.
"AH! I can, however, confirm that so long as we do not use more than what is contained within that vial in a seventy-two hour period that won't happen...suffice to say. It means dosage testing to minimize risk can only occur every three days per vial." Toso would then c**k his head. "Then again what's in that vial was the believed maximum dosage for a mountain goat. So really...Ah, I'm just making this worse aren't I? I don't even know where we'd start! Or how we'd start or..." Toso seemed to be in a tizzy. Normally it would be the one about to sacrifice a part of themselves that should be the anxious one but currently, it seemed to be the man who asked Kagerou for this assistance in the first place. Truth be told he assumed that even though she was the most fit for this trial he still believed she'd have declined.

A roll of the eyes. "Please," Kagerou insisted with a single word said right after Toso's figure-head comment that she didn't think him so easy to read at all. Likewise, she didn't think she had exposed really any of the village's secrets. In short, she expressed that she understood his sarcasm and played along with it.
Fast forward to the lab. When Toso placed his hand on her shoulder, Kagerou glanced over just to see it was him before continuing to arrange the contents of the box neatly. No instructions found, which spoke to either the disorganization of Toso's secret research staff or to the secrecy of this vial. Either or. She smiled wryly, but in a similar fashion to her single word response earlier, didn't spell out her thoughts. She was, instead, waiting for the Arashikage to tell her what she needed to know about this mission.
Head cocked quietly to the side while Kagerou absorbed the information. She didn't know what she was expecting, but she realized in hindsight that she honestly shouldn't have been expecting much at all. Not a single drop of directive on how she should experiment, not even the main objectives to experiment on, were given.
With a 72 waiting period required, testing everything that needed to be tested about this serum before releasing it to market would take too long with just Kagerou. Starting small then building up would only be wasting time. Then, such questions like "the efficiency of doses given over an extended period of time compared to concentrated into one shot" would need to be further researched.
Considering her options from this angle, Kagerou decided that what she, as the first and only human subject Toso could bear to use, needed to test was the maximum dosage limitations, the thresholds before cancerous cells would begin to grow. If she could determine safe maximum thresholds, then Toso could rest easy in testing this on further human subjects. Well, technically, only rest easier. Kagerou was only one person, after all. Who knew how average her results would be in the greater scope of things.
These thoughts, she conveyed to the Arashikage as she stretched a bit, casually shrugging Toso's hand off of her shoulder, "Considering the stated limitations and the numerous tests required to cover every detail of this new medicine, I cannot be the sole human experiment." She smiled carefree as she cast a few hand signs and created four clones of her. They, as well, stretched before moving to four places marked by a circle of inscriptions in this room. The original Kagerou moved back to the counter and began prepping a vial with a needle, "Therefore, I will start by testing the maximum dosage on myself as-is, treating my unwounded body as a control subject to determine if the predicted dose is, as your researchers' study suggests, below the danger threshold." The now needled vial was tapped softly to release any air bubbles and the liquid was pushed up until a negligible amount dribbled down, ensuring that all air had been pressed out. Kagerou didn't stop talking through all this, and continued to speak as she walked to the center of the room, "Future experiments will be determined by the results of this one. However, all will follow the same vein of testing the safe limits of this medicine rather than the restorative properties."
Kagerou held out an arm and one of the clones approached for the final preparations. Her sleeve was rolled up and the inside of her elbow swabbed with disinfectant. Then, various vials of blood were drawn. Even a hair sample and cheek swab were collected. Whatever was convenient to do while standing. Not one to give Toso any time to worry, Kagerou continued to chatterbox away, "If only you'd approved my earlier request regarding the development of a medical clone that could be used in such cases as now when the original could potentially fall unconscious due to experimentation, then there would really be nothing you would need to do other than sit and watch. Unfortunately, as that is not the case, in the event that I do black out, I will require you to press that large red button in the glass next to you to call for emergency medical personnel. Please, should such a thing happen, to the best of your abilities, do remain calm and explain to them the situation."
The clone had since properly stowed away the samples and then returned to its spot in the Circle of Enlightenment. Kagerou stood with arm raised and needle poised to stab and inject. She would like to just get over it and see if it would draw a panic attack reaction out of the usually expressionless Hojo. However, that would be dangerous, and even she had to admit that it wouldn't be worth the fun. She had to, at the very least, ask, "Did you get all of that? Any questions?" and wait for an answer or confirmation or something. [41 sentences]
A momentary panic he did. "AH! AH! H..hold on." He'd say unknowingly he was being taunted. "You can't possibly be intending to inject it without undergoing some form of trauma that would...ah." Toso would realize in his own words that he shouldn't have had anything to fear. That was...unless Kagerou intended to inject herself until tumor-like growths would form to deduce a 'safe' dosage level. To which Toso was already having reservations. Yet he bit back his almost dad like worry wortism and nodded. "Kagerou. I understand. I just want to inform you. While I may have said as quickly as you deem necessary in your earlier order I want it to mean that I'm willing to wait. It might take two maybe even five years before everything regarding the serum is ironed out. I'd prefer if you were the sole test subject but understand bloop. Still, those who do test the serum...I want them to be as passionate and as serious about the medical sciences not unlike what you're displaying to me here, and if there comes a time you may even consider creating an organization of such individuals who'd be willing to engage in such macabre science you will have my support."
Toso would sit down and calm his nerves. Subjecting others too possibly terrible things, even if it was an end justifying the means scenario never sat well within him at least not this side of him before he'd chime with humor in regards to a clone that would exist after the user became unconscious. "I had considered it but it was as if some other dietetic force from beyond keeps causing the paperwork to vanish or end up in the wrong places...that said. " Toso looked at the serum box. "We've confirmed that if a single healthy cell at least the size of a limb exists and the user themselves are still alive the serum can produce a fully functional true to form cell to cell clone or rather should I say homunculi...the unfortunate thing is, they seem to merely only be husks lacking a soul and consciousness. I suppose one could fill said husks with a soul...but that's an entirely different study altogether."
Toso would look down before looking back to Kagerou a mixture of feelings. "I..if you require assistance in ah..'it' I'm willing to offer my assistance. Humans do have a sense of self-preservation rooted into them after all bloop."

Kagerou waited, her smiling calm contrasting sharply against Toso's panicked excitement. She was all ready to inject herself, but she was waiting for Toso's go ahead before that. She waited, still in position, to hear Toso's thoughts on this matter. Occasionally, she nodded, and she held onto her smile even when she disagreed.
"Lord Arashikage, do you know how many human subjects are usually tested on before a new medicine, even one that's just a slight variation of an established formula, is allowed to go on market?" Kagerou would ask after listening to her boss's futile concerns. She'd give him time to mull over the question and a chance to get an idea for what Kagerou was getting at before answering her own questions, "At least a hundred, if not hundreds. This number does not include placebo subjects. This subject volume isn't just to measure the consistency of a drug's results, but also to detect any outliers that may result from genetic and lifestyle diversity. Let's say, however, that we ignore genetic and lifestyle diversity and solely focus on the consistency of results in one subject. In that case, we could greatly reduce the subject count to even just one person. So then, we'll have, say, maybe five to ten tests on one subject to start and end it there if we don't see any anomalies in the test results. We're looking at not only a 3-day wait period between dosages, but also a washout period of, I would recommend, no less than 3 months, neither of these wait periods, by the way, can be replaced or shortened with current eiseijutsu. 3 months per dosing, if we are to completely ignore long-term results, which is yet another important point of clinical tests that we are discarding, at 5 doses. We're looking at a minimum 15 months, a year and a third, to complete one clinical test. Now, there are multiple clinical tests we will need to complete. Varying dosing amounts, how times between doses can affect the healing factor, the maximum limit, minimum limit, doses to wounds ratio, and repeated exposure to the drug to name a few off the top of my head. If we say we have the full five years, I still wouldn't be able to fully complete testing on even one of the above that I listed. Can you see how unreasonable your requests are now?".
There was no pity in the delivery. No blows were held back. The only thing soft about the lecture Kagerou just gave was the patient smile she spoke with. She was teaching him. Teaching him ruthlessly, yes, but nonetheless informing him regarding matters he appeared to be unfamiliar with.
"I would test only on willing subjects, which is why I wouldn't feel comfortable using this serum to create homunculi and test on them. Though they have no "life" as we fully understand it, your description seems to imply that they have basic functions operating. Imagine if, by some chance, a miracle occurs? One of them comes to life and then... what? We tell them that we've been killing off those like them in the name of science?" the alternate option that Toso appeared to be hinting at was quickly denied by Kagerou before he could elaborate on it.
A lot had been said. Kagerou still had more, but she held back out of fear of overloading the already overloaded squid. She had a sneaking suspicion that Toso wasn't telling her something about this serum. His insistence on those most devoted to using the medicine smelled fishy. Maybe he was just that naive, or maybe there was some other reason why he didn't want to spread this serum around willy nilly. It couldn't be out of fear of something going wrong. Kagerou had just insisted right now that she would be the first human to test the serum recklessly to determine its max dosage. [39 sentences]
"No no no. That's not it at all you see this...ah." Toso had shaken his head in response to Kagerou's defense of drug testing what she said was true but the, well, the key factor in all of this was not the drug itself but the requirements in order TO test the drugs. That being that in it typically involved the loss of limbs. "I have to qualms with testing on others it's simply...how involved finding willing subjects for the tests and in the event that it makes things worse. .." Toso seemed to have a weighted reality, Kagerou was making her point even if it was one he didn't rightly want to yield to. To make an omelette you have to break some eggs but Toso's reservations stemmed from those eggs being scrambled instead of an omelette. In a sense it was 'out of fear of something going wrong'...but this 'wrong' had much more significant depth to it.
Toso would then raise a finger to try and defend himself from what seemed to be Kagerou's assumption in a desire to reproduce homunculi and to use said homunculi as test fodder based on her implications. Truth be told...he hadn't even considered the idea."AH! Perish the thought! I was simply stating that it is one of the results that has been shown to occur...if anything I've already such a clone of myself out there...somewhere...although I do hope this is just paranoia." Kagerou would pick up something, although not strongly. There was a 'clone' of him out there? Already? Had this alleged 'miracle' she was talking about already occurred and was this what made him so shaken? Although he was rather unsure of himself. Hypothetically speaking...if Toso could create legitimate clones of himself to serve as his militant force he'd do so...and if not for the ability of the serum of only being able to produce husks he may have already plotted to do so assuming they all carried the same ideologies as him...but that was a fire one would have to play with.
"To answer your question. Ah..well if such were to happen I would hope they'd carry the same understandings as myself what with being a clone and all...that's enough padding. I believe I'm ready if you are bloop."

Clearly, the Arashikage was having some sort of misgivings despite all of the, in Kagerou's opinion, solid arguments given to explain the reason why clinical trials operated the way they did. Tosokurui, a man who had the best interests of the village at the heart and yet was also surprisingly, for someone so eccentric, concerned about how others thought of him. Something was fishy, off. Kagerou could come up with several possibilities. Despite her malleable smile and the innocently guilty way the Arashikage was currently sweating out his misgivings, she did not discount the severity of the situation that would make the Arashikage... Well... Worry so much that he would sweat out his misgivings.
Kagerou's smile froze at Toso's next line while she was still considering exactly how likely and severe the side effects were. "Excuse me? You had a what out there?'" the way she blinked at him in an exasperated fashion, while still magically maintaining her smile, made her thoughts clear. "Tosokurui... Ashi... Hojo...," her clear enunciation of his name was veiled in smiles, "I understand I am in no position to question you, not only as a subordinate, but also as someone who has never held the kage position herself and who is younger than you, but I'm not sure what I find more criminal, your loose lip revealing that you have a clone such classified information to me or the fact that you have such a clone...."
There was something to say about Kagerou's mental fortitude that, exactly when she said that last line, she injected exactly a third of the formula within the vial into her arm. Toso wasn't going to release this formula for public testing. Kagerou, as his subordinate, would follow his orders, trusting his decision making using whatever hidden knowledge he has unbeknownst to her. A drug that truly couldn't be released to the public, not even in controlled secret testings. It was truly quite scary, but Kagerou had already resolved to test it out on herself. It would be truly impossible to mass produce this, even to the low levels of secret ops usage, by just testing it on only herself, but really? Who else could? Kameyo? The woman was Toso's lover, Kagerou didn't expect Toso to make that sort of sacrifice. More importantly, she had practically no medical knowledge outside of what picked up while learning eiseijutsu. While quite a lot, such an amount was quite ordinary in this field. [26 sentences]
