Diamonds are a Girl’s Best Friend
One of Fanglan’s favorite and most treasured hobby’s is shopping. Or rather being shopped for. Whether it’s taking someone else’s credit card on a shopping spree or picking out everything her heart desired while they swipe the card themselves, Fanglan adores accumulating as many pretty things as she possibly can. No matter how she feels, she’s up for a good spree. Feeling down? Nothing a few shineys can’t help. Feeling good? Shopping will only make you feel better.
K-Pop
Fanglan has many many idols that she spends her times catching up on. Be it from social media accounts, entertainment articles, or straight up tabloids, Fanglan needs to keep her tabs. Much of her free time is spent doing this and is particularly fond of the very popular BTS. Her room is plastered with their posters and articles about them, and rumor has it she even has a couple of body pillows.
Fortune Telling
Fanglan fancies herself a bit of a fortune teller. Whether it’s true or not, she believes that she has a gift, and practices various forms of divination. Her favorite is tarot, but she’s been known to do palm readings and casting runes. She loves it when people come to her for readings and take her seriously, but she’s also no stranger to skepticism.
Virtues:
Doting
Fanglan’s love language is gift giving, and she loves indulging in that language. And with her father’s money to throw around, she tends to give very extravagant gifts indeed. It doesn’t matter if you ask or not, chances are if you express that you like something around Fanglan it’ll end up as a gift within a day or two. It’s how she shows her friends she cares about them, and while some people tend to see it as buying love, Fanglan sees it as spoiling the people that she loves to the best of her ability.
Determined
When Fanglan gets the idea to do something, no force on heaven or earth can stop her. Like when she found out she had a half brother in Destiny City. She made up her mind to go live with him and by gods she did. It helped that she had daddy’s money, of course… still, Fanglan makes it her mission in life to circumvent any obstacles in the way of her goals once she sets them.
Well Spoken
Due to her upbringing and schooling, Fanglan is able to express herself very clearly and eloquently. Even when she’s mad, Fanglan is able to take a breath, think for a moment, and speak in a way that is logical and diplomatic. This has come in very handy when solving conflicts between friends and family, as Fanglan is often the one able to speak without letting emotion get the better of her.
Flaws:
Short Sighted
Fanglan doesn’t always look too far ahead of her actions. In fact, she almost never does. This is dangerous as sometimes when Fanglan things she is doing the right thing, it turns out that it backfired. Most often Fanglan gets accused of buying her friendships or trying to flaunt her wealth, for instance when all she really wants is to spoil the ones she loves most. She’s also known to shoot off her mouth without all the fact and ends up on the wrong side of the debate. She tends to make choices based on immediate information and doesn’t always look for possible consequences.
Dramatic
Literally, everything is the actual beginning and the end of all things. No matter how small, Fanglan will always blow it out of proportion. No exceptions. Sometimes this is a good thing -- celebrating the triumphs of others, for instance, Fanglan tends to go above and beyond. With negatives, however, is where this hurts her. She blows things way out of proportion, lingers on things for way too long, and allows herself to mope for twice as long as necessary.
Accidentally Conceited
While this isn’t a conscious thing, it’s still a thing that she needs to deal with. Fanglan was raised in opulence, and as such tends to be a little conceited about that. She’s very concerned with not appearing anything less than high class, either in dress or action, and oftentimes scoffs at the antics of the “lower class.” Not to make them feel bad, she just considers herself above such things.

All I ask is that it has elements from a traditional kimono as well as the aesthetic theme of the kuchisake onna. She typically appears in a white kimono with blood stains on the bottom hem. I would also like to keep the surgical mask if at all possible. Collar -- Torn up red sailor collar Bow -- A red sash around her waist with a torn up bow in the back Bodice -- Black kimono bodice, reaching to about mid-thigh Sleeves -- kimono sleeves attached at the underarms with bare shoulders. Sailor Rana asks this question and then points to an opponent. This person becomes the target of her attack. This person must answer the question with a “yes” or a “no”. Regardless of how the target answers, Rana attacks the target with spectral the scissors, creating the sensation of being stabbed, but creating no actual wound. Painful sensations last for 15 seconds. Attack cannot be thrown. She can use this attack three times per battle. Super Sailor Scout Attack: Do You Think I’m Pretty Now?Sailor Rana asks this question and then points to an opponent. This person becomes the target of her attack. This person must answer the question with a “yes” or a “no”. If the target answers yes, Spectral scissors appear in the target’s hand and they are compelled to attack an ally with them. If there is no ally, they will feel compelled to attack themselves. Suitably powerful opponents can defy this command. These scissors give the sensation of being stabbed, but not actual injury. If the target answers no, Rana attacks the target with the same spectral the scissors. Painful sensations last for 45 seconds. Attack cannot be thrown in the event of a no. She can use this attack twice per battle. Eternal Sailor Attack:. Rana Slit-Mouthed RevengeRana says the name of her attack and a pair of spectral scissors appear in her hands. She then attacks her opponent with them and “slits their mouths”. This does not literally happen, but it does cause pain and makes talking difficult, as though their mouths have been split open. This makes it difficult for Senshi to cast their magic and for anyone to call for help / give instructions to team members. Rana has 30 seconds to connect her attack before it fades, and this attack can be dodged. However, if the scissors hit anywhere on the body, the attack takes effect. This effect lasts for 60 seconds. Attack cannot be thrown. She can use this attack once per battle.

Civilian side looks A-OKAY!
Power wise – I confirmed it with the staff, and the Kuchisake-onna is valid. Please provide a link to the Celestial Body that is Rana, and for the sphere of the Kuchisake-Onna, so we can check their validity.
For her powers, they look good, but can you let us know how many times the attacks can be used? They have a time limit, but no number uses.
Also, as a question, for her Eternal attack, does she have to make contact with the targets face, or just anywhere on the body?
