
Only powered individuals can see the monument?
Yes. If you are in powered form, you are able to perceive the monument. If you are powered down, you cease to be able to see it. You still retain the memory of the obelisk - you know it’s there, you just can’t see it. Civilians without powered identities will never be able to see it, and won’t have any idea what you’re talking about if you ask them about it. Mauvians and PC youma are always able to see it since they do not have an “unpowered” form.
If my character powers down and goes back to the place where they know the obelisk is, can they touch it?
Oddly enough, no. It’s like the obelisk ceases to exist when one is not in powered form. You do feel an incredibly uneasy aura when in the vicinity, however.

Are DC news stations, newspapers, blogs, etc. reporting on the obelisk?
Nope! Civilians are not able to perceive the obelisk at all, and don’t make any indication that they are aware of its existence. There aren’t any mentions in blogs, newspapers, or TV broadcasts.
Can powered characters see the obelisk in news broadcasts, pictures and/or video if they are aware of its existence? Can characters take pictures of it?
It’s likely that someone will have taken a picture or video in the area and have captured the monument on film. If the character viewing the newspaper or broadcast is in powered form, yes, they can see the obelisk. The column or news anchor will never make mention of it or reference to it, but if it’s captured in print or film and you’re powered while viewing it, you will see it.
If you’re watching a broadcast with the obelisk and power down, you will suddenly be unable to see it, even though you saw it moments before. The same principle applies for photographs or other media.
TL;DR Powered = can see it, unpowered = can’t.
What is “the immediate area”?
About 30 feet, give or take. You can fudge this distance as need be. It doesn’t need to be exact!
Intelligent youma are able to perceive the obelisk. Does this mean PC youma can perceive it? Can a Nega’s bonded youma NPC see it?
Yes to both! Both Nega NPC bonded youma and PC standalone youma, like Jamais or Medi, are able to see, interact with and report on the obelisk. Even if your NPC bonded youma is technically a feral, it’s considered intelligent enough for the purposes of this event!
Can Koschei perch on the pillar? Is Koschei floating in the air? Can other people see Koschei if he’s perched on the pillar? Similarly, can personal youma climb on/attach to the pillar? What happens?

SURPRISE - Koschei becomes imperceptible to non-powered eyes, just like the pillar. He does not appear to be floating in the air as if the pillar was simply invisible - Koschei disappears as well! The same principle applies to any youma that try to climb or attach themselves to the pillar - instead of floating in the air, they disappear to civilian eyes. Powered individuals can see them just fine though.
Please be aware that the pillar itself is fairly smooth, so climbing might be difficult!
If a Dark Mirror and Negaverse General are near the obelisk and the General strikes the obelisk with their weapon, is the DMCer aware that the weapon is stuck? Can anyone else see the weapon stuck to the obelisk? (Same goes for Knights & Senshi groups).
Yes, anyone can see that the weapon is stuck, but they do not see the black obsidian or any other properties. To non-Negas, the weapon looks lodged into the surface and is not removable until the Nega leaves the immediate area (about 30 feet). They can approach again and retrieve their weapon, but if the Nega strikes the monument again, the weapon will be adhered to the surface like before.
Say a DMCer and a Nega are at the monument. If they are having a conversation while the obelisk is reflective, will the Nega hear what is being repeated?
No, the Nega will not hear anything. Only the DMCer will hear the repeated speech, but the obelisk will repeat anything the Negaverse character says. It’s like listening to your own delayed speech on the telephone. Very distracting!
Can anyone else perceive a Knight’s distorted summons, or see a Knight/Senshi’s reflected magical attacks? Can anyone else be hit by them?
Yes, others are able to see and be targeted by the copied Summons. With Knight/Senshi abilities, it’s a case-by-case basis. If an ability is AoE (area of effect), it’s definitely possible for someone else to be struck by it. If the ability is single-target, it’s probably less likely, but you’re welcome to play around with this!
Exactly how is communication distorted when near the obelisk? This goes for tablets, cellphones, rings, etc.
You can represent this in various ways - only part of the message is received, the entire thing is a garbled mess, you get no signal, etc. Maybe you can only send dank memes instead of your Very Serious Message, or the message is sent in a foreign language you don’t speak, or the message you wrote out using your signet ring is received by your partner… and it’s an incredibly well-rendered picture of a Magikarp.
How is teleportation less precise?
This is up to you, but some examples may be: trying to teleport to 7-11 but ending up half a block away from it, or teleporting into Negaspace and landing very roughly, or retreating from a battle in front of the obelisk and your shoes and half a pant leg are mysteriously missing. It’s “on the fritz” for all intents and purposes.
