What an adorable little bean! I cannot wait to get her onto the 'dance floor' and see what she can do~ With that in mind, there are a couple things I'd like to go over with you so we can get Tullia moving onward and upwards into Destiny City, so if you'll bear with me we'll just plunge right on in.
The first thing that I should note is that at 12 years old, Tullia is too young to attend Crystal Academy, she would have to attend Knightside Elementary or be home-schooled/tutored/attend a private school of your own creation.
For her 'volunteering' hobby, you may want to expand on this just a little bit. She
is only 12 years old and there's no way a genteely bred young lady would be allowed to do 'outside' projects without being watched (either by her parents, her nanny, or a supervisory type from the organization she's working with).
When it comes to the virtues and flaws, you should have an equal amount for a balanced profile. You can do this by either removing a virtue or adding a flaw, whichever you feel most appropriate for Tulli's character/your needs.
The bravery virtue could be expanded upon for more depth
if you wanted, but is a good one! For instance, she could show different kinds of bravery, like making quilts for local homeless shelters and insisting on going to hand them out herself (with her nanny or parent in tow for safety) - at 12 that would be scary! Or she could be brave by going to the hospital's cancer or burn wards and volunteering her time there (reading, playing games, sewing stuffed animals or blankets or whatnot) - being confronted with that much mortality at 12 (especially people her own age or even
younger) would require a lot of fortitude and bravery.
If you decide to go the route of removing a virtue, 'outgoing' is the one I would remove. If you decide to add a flaw and are therefore going to keep 'outgoing', something to keep in mind is that a 12 year old, even a precoccious one, Tullia would likely
not be overly disobedient to her family/caregiver/nanny. Even a spoilt child would have some respect for the larger life rules meant to keep one safe from kidnapping and/or grevious harm, and Tullia does not come across as a spoiled child - merely headstrong. I say this not knowing what sort of backstory you have for her that may or may not make her rebelliousness in this area pertinent. It may possibly be worthwhile to expand/explain a little if she's this way because her parents were/are distant and she doesn't want to be/craves interaction because of it so that other players get a better 'snapshot' of Tullia outside rp. But that is simply a suggestion and may well be something you planned to have expressed via RPs/solos at a later date, in which case - more power to you!
The 'kind' virtue looks good and I'm only mentioning it because it gives us a really interesting window into Tullia's family dynamic - bravo. I love things like that!
'Headstrong' doesn't read as a flaw here, but more a virtue with consequences based on miscommunication and at-odds goals (parents vs tulli, nanny vs tulli). It would be a flaw if she were the sort that stuck with what she
believed was "right" and "true" til-death-do-it-part, even if there were evidence put before her face showing otherwise. Unfortunately it doesn't work as is and will need to be corrected.
Reckless is a great flaw and it dovetails in nicely with brave and kind. As a character flaw it should be more than "a little bit", however. If you simply remove the "Tulli is a little bit reckless" part and just start the description at "She often..." it works beautifully, but that is simply one way you could go about it.
For her powered side the name is currently open (that may change and you will need to check again at the time you post to claim the character), the challenge and fuku look grea, but unfortunately the sphere of "fallen leaves" is too specific. If you wanted to change it to "leaves" that would be acceptable as an alternative.
You may want to revise Atira's attacks with the revised sphere, but I shall continue as though the attacks will remain the same just in case.
Her basic attack looks good, you may want to make note that it's got a 'knockback' effect for clarity's sake. You will also want to decide whether or not the attack creates a cyclone or a dust devil as they are two distinctly different phenomenon - I believe you're wanting 'dust devil' as a cyclone is a tropical depression/storm whereas a dust devil is a small whirlwind over land that is visible as a column of dust/debris. I also suggest specifying that the dust devil is 2ft in diameter and whether or not Atira can direct the 'attack' at angles or if it can only go in a direct line from her casting just for clarity's sake. (Could also maybe call it Atira Leaf Whirl --> Atira Leaf Blades --> Leaves it to Me!

The super attack I recommend the same thing, the sharper edge/cuts are fine, as is the additional diameter and range.
For Bonzai Leaf Jump, the dimensions are good as is the duration of the casting. I would suggest augmenting the effect(s) so they are actual buffs/debuffs. While emotional augmentation
can be effective in combat, these are pretty mild and have no real consequence to any battle/situation that Atira is in. For an Order buff, I suggest that along with the 'happiness' the magic adds 10% to speed and strength for the duration of the cast. For the Chaos debuff, the 'sadness' can be accompanied by a -10% speed/strength sap or something to that effect.
I hope my critique and suggestions are helpful in completing Tullia's profile for stamping! The suggestions I made are just that - suggestions - and you do not have to take them; however, the issues I noted
will need to be corrected/addressed before she can be stamped properly.
I must also note that while the sphere (leaves), the name (Mathews), and powered name (Atira) are presently available as of this post - that may change at any time and when you
do acquire this precious bean you'll want to double check the Master List to be certain they're still open!
