Appearance/age Tiamaris in his "human" form appears to be a man in his prime, with dark hair and broad shoulders. His eyes shift color as an indicator of mood, which is useful since his face usually remains fairly expressionless, locked into a dour mask.
Gold eyes mean that he is content, happy, or calm. Red eyes means he is nearly ready to kills someone, or is perhaps killing someone at that moment.
Intensity/brightness shows how strongly he is feeling whatever emotion is moving him. So liquid/lambent gold is very happy, where as dull gold is accepting. Dull orange is irritated, bright orange is quite annoyed, dull red is ticked, bright liquid red that looks like lava and flames means that someone is probably about to die. This is a racial trait for his people. His teeth, even in human form have an odd glitter to them when observed closely.
In his Dragon form he is a large European style dragon, tall to the shoulder as a person with an impressive wing span. The color of his scales changes from transformation to transformation. His talons and teeth glitter ominously in the light in a way that somehow looks more menacing than pretty. His eye colors change the way they do in his human form, though the thread of read is more pronounced when he can just open his mouth and eat the idiot who offended him.
In his half form, he is human in size and shaped, but covered over in scales that looks like antiquated armor. It looks like he is wearing armor. Despite the fact that he is not wearing ANYTHING it looks like he is wearing armor. This must be stressed. This covers all of him, except his eyes. The eye colors change along the same lines as in his other forms. He is halfway between his human weight (which is heavier than he looks) and his dragon weight (which is as impressive as you might expect.)

Character personality/history/TL;DNR:
In canon, we meet Tiamaris as an adult, and we are given hints that he was reckless as a child, that he had control issues, that he was granted clemency multiple times by the emperor, but we never see details. since X was an AU game anyway, I played a teenaged AU of him, set in the X-men world to see what kind of back story he might have had, as a mortal, that could get him to the stoic personality he has as an adult, keeping true to what we have learned about his childhood.
In X:
Tiamaris was the only child born to a couple very much in love. His mother, however, died in childbirth, and his father never forgave him. His father kept the boy in the house and was verbally and emotionally abusive. Occasionally he was physically abusive as well. The only positive influence in his life was his uncle on his mother's side who came to watch him as often as he could. The uncle taught him to read, and to love books. Taught him math, history, tried to give him a sense of self worth. The uncle wanted to bring the boy home with him, but he lived alone and his failing health meant that he would never win a custody battle. And when Tiamaris was little, the uncle died, leaving Tiamaris alone with his father. Alone in that house.
Tiamaris found solace and a connection to his dead mother in the books she had left behind. He watched TV and read books when his father was out, and spent most of the time when his father was home hiding. Until his powers came out when he hit puberty. His father was scared out of his mind... the little punching bag had the strength to fight back. He tried to kill him.
Tiamaris, having been told all his life that he was a murderer and a monster, believed that breathing fire was only proof that he was the monster his father said he was. He wanted to let his father kill him. But there was something in him, some will to live that was too strong. He fled. His father chased him, joined BOH to have help trying to kill him.
Tiamaris found his way to the Institute and was taken in by Charles Xavier. He was still constantly afraid that he was a monster, and everything he broke - beds were not meant to take his kind of weight, not when he transformed to halfway during a nightmare, and clothing was not meant to be held in the path of flames - he was sure was the last straw. He was constantly in fear of being turned away or killed. He mostly thought he should be killed, but he never had the self control to stand in the way of danger and not fight to survive.
At the school he befriended Alric who did wonders for his control and self esteem, but it was still a long way to go. He was showing some of the canon Timaris' dry humor (meaning, according to Kaylin, precisely none), and a bit of the confidence to discover who he could be. He was becoming a protector and was actually getting frustrated at being told he couldn't go help with something rather than silently accepting whatever an adult told him as right.
Canon:
Tiamaris' grows as a character during the series, but where Kaylin grows at a mortal rate, his evolution is more geologic in span. He is an adult, yes, but he is the youngest of the Dragons who chose to stay awake and serve the eternal emperor. He was, we are told, wild in his youth. When we meet him, he was one of the ones that argued that Kaylin was too dangerous to live. After working along side her though, he starts to understand why the Hawklord took the risk to let her live; because she genuinely wanted to do good. Intent mattered, where mortals had power. Working with the Hawks gave him a taste of the mortal pacing of life, and an understanding of the day to day workings of the city that he lacked before, having spent his life since maturity in the palace.
Once he became a fieflord, he evolved further. Gaining the freedom of flight, and something to be his hoard, and Tara to protect and defend, and be protected and defended by did a lot for him. He became more open, and attempted humor more, and came into his own.
While I will probably never put him in a game after he became a fief lord, it is important to note that this is how he evolves in canon so that there is a frame of reference for how he can evolve in game when taken from a cannon point near to that.
Powers:
He is a freaking Dragon. So;
Strength, massive in any form, the most in Dragon form, of course.
Thick skin, thicker scales - very hard to injure.
Breathes fire, pretty much immune to fire.

Dragon roars sound like Dragon roars despite the form they are in. Pretty much cannot be deafened by loud noises.
Better eyesight than a human.
Can fly as a Dragon, because he has wings.
Also Tiamaris, like Sanabalais and the Arkon has studied the Old Language, which gives him some random abilities when confronted with anything written in it, or if he can form a True Word to use its power.
He is also, like Sanabalis, trained as a mage, though the scope and scale of those powers is never made clear. In theory, based on the way Sanabalis - who was his teacher - is teaching Kaylin, he can call and command the Elements, and he can make a light (pretty much everyone but Kaylin can do that, which ticks her off), but we don't see him do this.
