The Caelum District is the final and most luxurious district. Most upper class families, high ranking officials, wealthy business owners and royalty live. While it is not uncommon for those of the Poena to come to or pass through this district, there are those that see it as disrespectful and rather humiliating to allow such low class people to even gaze upon the place.
