Okay so basically we welcome everyone to invite folks and keep their eyes open for opportunities, but Lotus Scouts are a voluntarily joined group that receive a sash and a mask (that they can wear obvs but do not have to) and they spend some of their gaia time each week looking for recruits or opportunities for the group (graphics, parties, smart ideas for expansion, etc.)
