This placed used to be the staff meeting room. Now it's something a bit more sinister.

The Committee of Education Enforcement Office has a shiny placard on the door so you can't mistake where you are. It's easy to find and the door is either locked shut or hanging open, so you can't mistake when you are and aren't welcome.

Well, no use dallying. Better step inside.

The office is a simple, large room, with each corner taken up by a different committee member. Brass name cards on each desk clearly spell out each owner, though some are easier to tell at a glance than others. The men work on the left, the women on the right. In the center of the room lies a round table with four chairs pushed in, presumably for discussions. A mess of parchment with notes scribbled on it is spread out on the desk, though at second glance some of the parchment just has idle doodles instead of actual notes.

On the near left is where Mr. Slater works. His desk is very neat, with no signs of personalization. A sleek Mac-book sits in the center of the desk, because Slater uses Apple products like an a*****e. Slater is almost always here, completing paperwork of some kind or another. He uses cheap ballpoint pens that he stores in a mug - several pens of the same brand, so he'll never be short. The two bins marked IN and OUT are almost even, but the OUT pile is just a little higher. (He's not inefficient; Slater simply has quite a lot of work to complete. Silly students, breaking rules day in and day out.) Slater is the one to go to if you're reporting someone or if you're in trouble. If you're completely honest maybe he'll let you off easy.

On the far left is where Mr. Lockwood works. His desk is a little messier than Slater's, and judging from the even piles in the IN and OUT bins, he's not nearly as efficient either. Lockwood uses an expensive-looking silver laptop to keep track of his work, though judging from the thick, boring-looking book in the corner that's always changing, he's more easily distracted than Slater. Lockwood writes with expensive-looking quills and thick black ink. There's a phone on the corner of the desk - Lockwood's usually the one that takes any calls from the Council.

On the far right is where Ms. Bishop works. Her desk is covered in white lace filigree, with a photo frame in the corner that's face down. Bishop writes with light blue pens, which she keeps grouped together in a white teacup. Some of the paperwork that she's been working on is weighed down with small animal skulls. Yes, small animal skulls. The paper work she's already completed is in the OUT bin, which is conspicuously higher than the IN bin. Next to a simple white laptop, Bishop usually has a full cup of tea, placed on a saucer over a lacy doily. When she fills her teacup is a mystery, since there's no sign of a teapot, but it's one of those strange mysteries that you never really want to question. Behind her is a display case full of more animal skeletons. There's another chair tucked into her corner, and a set of curtains she can pull around her small area for when she has a patient in. The curtains are charmed with a muffle spell, so what's said inside can't be heard outside. Patient's privacy is top priority, after all! Bishop's desk is where you go if you're looking for a little therapy.

Finally, on the near right is Ms. Belacqua's desk. Belacqua has a large circular lace doily laid across that she keeps her sleek black laptop on. (You suspect she's charmed the doily to keep the laptop cool.) Belacqua keeps several binders in a neat row on her desk, and one corner of her desk displays a series of taxidermy butterflies preserved in bell jars. Belacqua uses very stylish quill pens - sleek black feathers with golden flecks, which she keeps in a black pot. Judging from her high OUT pile and low IN pile, she's as efficient as Bishop. Behind her on the wall hangs a notice board full of little memos from meetings and doodles/gossip she and Bishop have passed back and forth during said meetings. There are photos on the side displaying Belacqua next to a male (Though you swear its a different man every week). Next to the notice board is a thin, black-and-gold display case full of teacups, teapots, and crystal vials. Belacqua is in charge of school-public relations and the media, so if you have an issue she's the one to go to.

Four Council members. Four desks. Four choices. Where are you headed today?

Welcome to the Committee of Education Enforcement Office!

xLockwood settled in his seat, the parchment with Yvonne's precise handwriting in his hands. He glanced around at his fellow members, ensuring he had their attention, and began to read it aloud.

                    Tomas Proposal
For this year's House Event, the students of Tomas will hide around various spots in Justus. Each Tomas will have a 'flag' of sorts attached to a string around their hips, similar to the game of flag football. The goal of the other houses is to find and secure the flags of the Tomas students. The goal of the Tomas is to stay hidden for as long as possible, and once they're spotted, to try to make it to their designated safe area (town square) where their flags can no longer be taken.

Once a Tomas has been found they may run while attempting to defend themselves using magic, so long as there are no mundanes around. The students may also attempt to use magic to acquire the flags from the Tomas students, and each other.*

Flags can be stolen from any house once they have been acquired. This includes Tomas students stealing the flag back.

The challenge to the students it to find the flags, steal the flags, and protect the flags.
The event will last from 6pm to 9pm, at which point the winning house will be determined by the number of flags they have. Teachers will patrol around Justus to watch over the students and help prevent any misconduct during the event.

*A special request, if the Council is willing to grant it - A sphere of influence that requires all mundanes to stay indoors while the event is taking place.

As Lockwood finished, one eyebrow twitched upwards in amusement. The proposal was so well crafted that it seemed obvious she had gotten help, and quite a bit of it at that too. "Well then," he said, laying the parchment down, "thoughts?"

xSlater scowled over his laptop; there was no way that Tomas rep had managed this without help. How infuriating, he'd been looking forward to cutting down the rep, especially since she'd turned in her proposal a few days late. But with time running short, what could they do to such a solid plan? She'd even suggested a counter to the simple problem of mundanes seeing them.

"The Sphere is quite a large request," he commented, opening a new tab and absently opening up the thread he'd been focused on lately. (This infuriatingly ignorant poster had dared to challenge his knowledge of ninjutsu hand signs, and he was having none of it.) "Could we even grant that? The Headmaster certainly won't allow us to attach it to the Oak, no matter what authority card we deal."

xxxxAsphodel stifled a yawn, attention being dragged away from the animal skulls she had currently been contemplating buying on the internet. She half listened to Lockwood as he read the proposal out loud, a little impressed by the thorough detail put into it but also a little disappointed. Asphodel's hobby was pulling things apart -- it was a shame there wasn't much to in the paper.

Her eyes fell on Slater as he spoke, hand covering her mouth and smushing part of her cheek. "Attaching the sphere to an artifact would be simple enough." She pointed out cheerfully. Man, Slater just needed her to solve all of his problems, didn't he? Asphodel toyed with the idea of solving the problem of his horrendous haircut. He'd look so much better bald. She thought, giggling quietly at the image.

"Just take one from the soggy wet bisc--headmaster!"

xLockwood stared at the table through steepled fingers. Persuading the Headmaster to lend an artifact wouldn't be a problem - especially if it were for a student event. The setup was as simple as Lorendi had detailed it, and to be frank there wasn't much to pick apart or be picky about. Someone had done her homework. Lockwood didn't exactly enjoy being beaten at his own game, especially by a teenager. How irritating.

"I see nothing wrong with it," he said at last. "If nothing else, we always have eyes on the inside to catch anything Louis's professors are willing to look over." Lockwood did not bother adding that those worthless eyes had been growing less and less useful over the last few weeks; he didn't need to, considering the shrinking queue of students for detention. "I'll speak to the Headmaster about an artifact. Considering it's for a student activity, I'm sure he'd be happy to lend it."

Lockwood paused. Was there anything he was missing? "Any questions, then, or are we all, unfortunately, in favor of passing this?"

xHow bothersome. There wasn't even anything to stamp out in this worthless excuse of a proposal. Slater would have much preferred to nitpick at any detail, but it even ended before the required time. The only thing left was to set a date, which he was sure would be done immediately after the proposal was passed.

Well, the best they could hope for, he reflected, was that something would happen at this event. And he knew Merlin - something happened at events. Something always did.

"I see nothing wrong with it," Slater said at last, leaning forward and scribbling his messy signature on the bottom of the proposal. "At the very least, Ben," he added slyly, "it will take almost the entire school off campus. Perhaps we can take the time to do some investigating of our own."

xEleanor couldn't help but smirk as Lockwood read out the proposal, not believing for a second that a request so solid and foolproof could've come from someone so air-headed and naive-looking as the Tomas representative. Such infallible and watertight responses were supposed to be her area of expertise whenever she had to deal with the media or worse, the police. (But those stupid pigs would rush to gobble any information she threw at them as long as some scapegoat got incriminated in the end. It was hilarious.) So of course, Eleanor was slightly peeved that someone had dared to challenge her, and yet, at the same time intrigued. "Well well," she simpered in amusement. "Judging by whoever helped that Tomas girl with this request, it seems we'd do wrong to underestimate them too much. But yes, i share my sentiments with everyone else and am in favor of this event." She turned to Asphodel, nodding and smiling, and then to Slater. Just nodding.

So with a flourish of her hand, another signature signed itself on the parchment as the fountain pen zipped across, flowing ink with a s**t ton of elegant loops and curls.

xxxxBlah, blah, blahblahblahblah. Asphodel munched on her (vegan, of course!) wrap, more than content to watch the others chatter on and on. She was in the habit of only making suggestions where need be.

She paused to flash Eleanor a smile, going over to sign the document in her bubbly handwriting. "Nothing to say here." Asphodel hummed. Whatever happened during the school event, she sincerely hope it landed a few kids in her office. It had been a long time since Asphodel got to show just how good she was with kids.

xWell, that was that then. Lockwood sighed, picked up a pen and signed the parchment. "Slater," he said, "send this back to the girl. I'll speak to the Headmaster and send out an announcement." Aaah, how bothersome. Dealing with the Headmaster always made Ben sleepy. He stood up and glanced at the owl that had brought the parchment, which had (after being shooed off of Asphodel's) made itself at home on Slater's desk.

Lockwood noticed something and the corners of his mouth twitched upwards ever so slightly. "Get some cleaning supplies while you're at it, Noah. Our feathery friend seems to have left you a present. Asphodel, Eleanor, back to work please." With that, the Chairman left to go deal with Headmaster Soulstone.

xSlater picked up the parchment and rolled it up. It would be a simple matter to send this back and get back to his very important discussion about ninjutsu hand si--

Slater paused and looked at his desk. More specifically, he looked at what the owl had left on his desk.

"Oh, good grief!" he spluttered. Parchment rolled up tightly in his hand, Slater stormed out to go find the nearest utility closet.

                    xBenjamin called a meeting immediately.

His expression was neutral, as usual, and his body language was carefully maintained, but anyone that knew him could sense the tension coming off in waves. He slapped a copy of the message down on the meeting table. He didn't say anything about it; he didn't have to. By now the entire school had seen the message, and they would know who - and what - they were dealing with. He had an idea of the law that they were talking about, and he knew why it had been sent across their desks.

So this was their ploy. To force our hand.

"This," Ben said, in a calm, controlled tone, "is an issue."

xxxx Asphodel sat at her designated seat with remarkable posture, delicate fingers wrapped around a cup of tea and legs crossed daintily. She inspected the other members sitting around the table with an expert's eye, gaze sharp despite her body radiating no sign of concern. Hau, behind her, stood with his gaze lowered and hands tucked behind his back. His poker face was immaculate, but he was just as tense as Lockwood.

The Blood Pact surely was a group of intense buffoons. Going as far as to threaten death on the heads of the entire school body, and then some...this was certainly something of a national disaster. Eleanor was going to have her hands full.

Asphodel set her cup down, giving a little smile. She only momentarily glanced over the paper before turning to Benjamin. "Do remind us what law this is talking about?"

xIt was Slater that answered this one. "A petition came across the branch's table some months ago," he said, flipping through his notes. "It had enough signatures to be considered for a law. The Pact must have some sort of grasp on some of our politicians, because it got quite a bit of support, a lot more than either of us expected." He exchanged a glance with Ben.

Slater was troubled by the turn of events, and unlike his colleagues he had difficulty hiding it. His brow was furrowed, and he kept glancing at his laptop, skimming through his notes. "The law in question," he continued, trying to keep his voice steady, "would render the Pact a legal organization and supply them with a government grant to continue the experiments it was founded for in the first place." He gave that a few seconds to sink in, and then: "To put it simply, not only would the Council be unable to take action against the Pact, but it would literally be paying for it."

There's little room for negotiation since they hold the antidote, but this would be the ultimate slap in the face to the Council. And there's no guarantee the terrorist activities will stop - their connections to the Pact would simply be covered up. Slater was frowning deeply. Calling this an 'issue' is putting it lightly.

xxxx Asphodel sat silent for a moment, glancing momentarily at Eleanor for reassurance before listening to Slater. Aww, wasn't he honest. It would almost be endearing if Asphodel's heart was filled with nothing but utter resent for him.

Hau, behind her, was thinking of the dwarf he had met in the bar once. Cultist group...was that what Thor had been talking about? A chill ran down his spine.

Asphodel took another slow sip of her tea. Hau had been brewing it specially as of late, and the drink helped her regained the strength she had began to miss as of late. Though Asphodel didn't let it affect her warm sugar-sweet demeanor, her skin had lost color and begun to look a little sallow.

"...Don't we have resources and connections of our own? Why don't we simply have someone steal the antidote for us? Or, rather than that, the idiots were stupid enough to give us their concoction. Why not simply have an antidote made?"

(Her sugar-sweet demeanor had been affected.)
