Hobbies:
Rebuilding/Building Cars/Models: Regan loves cars, absolutely loves them. She takes them apart, to rebuild them. she prefers to work on cars from the golden age, 40's to 50's, but also loves to rebuild models from later generations.
Toy Models: Her love of cars extends to even toy car models, though she loves to do all sorts of models! She has some gundam models, some spaceships, and some boats. She loves to build from the skeleton up, and does so with great care.
Jogging: She likes to keep fit, so she plugs in headphones and starts jogging. It gives her a good workout and gets her loose for the day. She prefers to run alone, as it gives her space to think and a resting time from social interactions. She usually takes a very simple route through the parks, but takes a special uphill route on the weekends when she doesn't have school as it helps relieve tension for the weekend!
Virtues:
Hardy: Life throws lemons, and apples and oranges and really big melons sometimes. And it hurts! But what doesn't kill you, makes you stronger. Regan takes the lemons and she turns it into vodka. Bring the good, the bad, the old and new. Setbacks are had, but she keeps pushing through sheer will, however, she will never complain about the bad things, because nothing good ever came from dwelling on the bad.
Independent: She's been working since she was 13, starting with babysitting and moving up to apprentice mechanic in her uncles shop. She makes good money chopping up cars in her uncles shop and rebuilding them, enough to move out of her parents house. It gives her a good sense of independence, so she can complete a lot of task on her own. It shows a sense maturity, she would like to think, and a will to continue doing what her father couldn't. She tends to ignore others for help, unless she finds that she really needs it, and even then, it comes at the cost of a little bit of her pride.
Flaws:
Rebellious: Starting at the same age of 13, Regan started acting out against her parents. She got into fights, she stole. She did what she thought she needed to push away friends and family because they let her down. It eventually landed her in St. Mags, under her uncles care. She still tends to go out and stay out past curfew, and has known to come home with some bruises. She finds that rules are stifling, but sometimes nesscary. Her rebellion can stem from a underling stubborn that when she gets that push, she needs to shove.
Stoic: The only time she really shows emotion is through violence, most other times, she is quiet. If one was to describe her, it was like talking to a wall. It gets her in trouble because she doesn't really respond to others, so they could think she is ignoring them, often the main reason that she ends up in fights. She doesn't respond until she's pushed, and then she shoves back. She has a hard time trusting others, so her wall constricts tighter around her, leaving her confused and troubled about how she wants to convey the emotions she wants too.

Sailor Scout Attack: Stardust Cloud
Interamnia cups her hands together as she calls her attack name, blue and silver dust seems to fall into her hands. She brings it to her mouth and gives a gentle blow, aiming it towards the target. It forms a thin cloud of dust that can blind the target for 20 seconds directly in front of her or up to 4 feet away from her. The target needs to be in the line of the dust blow. It can be avoided by moving away before being hit by the dust, but once hit, the effect lingers until the time has fully passed. It can be used 2 times.
Super Sailor Scout Attack: Stardust Storm
Interamnia cups her hands together as she calls her attack name, blue and silver dust seems to fall into her hands, spilling on to the ground. She brings it to her mouth and gives a strong blow, aiming it towards the target. It forms a thick cloud of dust that can blind the target for 30 seconds directly in front of her or up to 7 feet away from her. The target needs to be in the line of the dust blow. It can be avoided by moving away before being hit by the dust, but once hit, the effect lingers until the time has fully passed. It can be used 2 times.
Eternal Sailor Attack: Stardust's Frozen Storm
Interamnia claps her hands together as she calls her attack, summoning a shower of blue and silver dust. As it hits the target, it feels like a Ice cold burn, like a freezing shower of rain. the Dust instantly fades as soon as it touches an object OR the time has run out, otherwise it remains stangent in the air. It last 30 seconds with a range of 7 foot radius around her (AoE), and can be used 2 times. It is avoidable by stepping out of range or if you are an agent of Chaos (DMC/NEGA).

History:
Regan grew up in a very quiet neighborhood, with parents that were always constantly gone from home. Her mother is a flight attendant and her father is a lumberjack. Her uncle, Chase (of her fathers side), lives within the city, owns a mechanic shop that she was constantly at as a child.
Eventually, because she was home so much alone, she began to make her own food, dress and shower without her parents. She took care of their animals, her small indoor cat Bee and her fish, Konan. She cleaned and did her own laundry. When she hit 13, her father lost his job, as economy became harder. So did her father. He drank, became angry. He took out anger on Regan, who would never talk to him, and continued to live her life like he wasn't there.
He never got physically abusive but he did get destructive. She lost her cat and fish within a week of each other, her father flushing one down the toilet while he let the cat out, who ran away. He started to break her toys, destroy her clothes. Her mother, who decided that she could not live as the sole beneficiary, divorced her father and left custody to him. The destructiveness didn't end, and drew Regan into a tight wall within herself. She started getting into fights at school instead of talking, she started stealing money from schoolmates to pay for lunches and food. She sometimes even stole clothes from locker rooms, even if they didn't fit her.
Her uncle Chase, tired of his brothers treatment applied for custody of Regan which took three long years after the initial divorce and a lot of counseling for the girl, to actually happen. By this time, she was set in her ways.
She refuses Chase's attempts at fatherhood, BUT respects him enough to learn under him. She demanded that any food or housing he gave her was done with work from the automotive shop he owned and she worked for. Chase agreed, giving her a separate small apartment from her above his own home. However, because of her attitude and reputation with fights, she could not go to Crystal or Hillworth, and was sent to St. Mags per adoptive stipulations.

Hey Nyx! I do havesome crit, so let'sbang this out and get your pretty starbby stamped~ ON THE CIVILIAN SIDE:I think there are sort of two hobbies in her "Cars" hobby, since towards the end you start talking about models -- I think her love for models/figures could stand as a hobby all on its own, since collecting and building those is definitely a way to spend free time! Also, her "running" hobby could use a little more -- so some stuff to think about: does Chandani run by herself, or with other people? Is she into track? Does she always run the same route, or does she vary it up? Her traits could also use some expansion, so questions to think on -- Hardy: How does she react to setbacks? Does she just keep rolling and ignore them? Is she the type of person who won't complain no matter what? Independent: Why do people like Chandani for this? Part of virtues is that they are generally traits people admire -- so while a sense of independence and self-reliance is definitely admirable, getting into the specifics would be good! How does this apply to her life -- is she enthusiastic about doing things by herself, for herself? While this gets a little into downside territory, how is she about accepting help? Does she accept it easily, or does it bother her? Rebellious: Is Chandani still the type of person to push people away rather than let them in because she doesn't trust them? Does she ignore or disregard authority simply because it's authority? Stoic: How does Chandani react if she's called out on "ignoring" someone? Also, does her stoicism get her in trouble in other ways? Having trouble showing emotion when she genuinely wants to, for instance? ON THE POWERED SIDE:40 seconds of blindness is a bit long for a Super, in my opinion -- I think cutting it to 30 is more fair! Also, you refer to her attacks having a radius -- are they AoEs (i.e. the dust fills up the entire area around her) or single-target, but with a range of 7/10 feet? I believe I edited and answered as much questions I could. For her powered side, I hoped to change the attack to um better convey, for her first two I wanted it to be something that could only happen in front of her, while her eternal is the AoE? Hopefully it'll make more sense?
