Text from Caelius Room 201A, 10:00 am. This is your quarterly division assessment. Failure to arrive punctually will result in termination The thing is, the Death lead had actually meant termination of their monthly budget for a specific period of time, but he had hit the text word limit. The message got sent off, and very conveniently cut off at that unfortunate exact word. That was probably what happened when one didn't upgrade their cell phone software for about ten years. It also meant the message looked like a standard Caelius text.
He would be there, threatening termination, at 10:00 am, Mark and Oz seated closest. There was a stack of paper on his table, each one organized in neat folders. Each folder had a name; very specifically, the name of each Death Hunter registered. There were several commonly unrecognized names on the list.
He waited until exactly 10:05 am and then closed the door. The Death lead remained standing.
"Information." There was a long pause. "Information is divided into two functions, exposure and execution. Exposure refers to obtaining information, commonly, the greater the price, the more valuable the information is. This makes you personally valuable as assets. Without exposure, without experience, without seeing what is really ******** going on, you stagnate. Without exposure, you do not learn."
"Execution is what happens after you have gained enough exposure. Now that you have it, what will you do with it to gain value. Not everyone is equal, Deus Ex itself is living proof of this. Nobody is equal, nobody deserves to be equal, and those who fall behind have only themselves to blame. Just obtaining something is not enough, there are those who become full Hunters, they gain a specialization and yet they still stagnate, without understanding execution. This is the very nature of this division."
Honestly, execution was a terrible word to use, as it did have another meaning, though it wouldn't be surprising if that was the entire purpose of it.
"There are always roles to fulfill within this division, and there is always information to obtain and provide. The Sahara. Ourboros. The Legacies. Weaponization. This is the privilege and power for being in this division, this is exclusive to our division, but without pursuing it, you become worthless. Without information, you cannot change anything." He paused just enough to sit back down and move the folders closers. "You will have the fifteen minutes of assessment time to consider what you were exposed to. If you do not have power, you will not be given power. Proper supplies, training and funding of the proposal will be considered for those who deserve it."
The Death lead waited. OOC Every Death Hunter and trainee on the island is assumed to be in this meeting. If you aren't able to post right away, you don't have to rp them as late unless that's IC for them. These meetings are an opportunity for your hunters to ICly propose new projects that they'd either like to run themselves or join, and get the resources (funds/equipment/space/minions) needed for said projects. The amount of responsibility and resources they get depends heavily on rank, with new trainees getting very little for themselves. If your hunter is making a proposal, be sure to post quote me! Even if your Hunter has nothing to propose, they can still request smaller unique missions for "exposure" ie: experience collecting information etc etc A few Death Hunter things: Death Hunters right now focus mostly on information gathering and of course application in the form of missions/ avenues of finding more information where possible. This means there is a sort of "calm" before the storm, where you can pursue all avenues you want to apply said avenue of information to the division. Basically, this is a great opportunity to branch out, and find something you want to do, such as EMs focus, Sahara training, horsemen classifications, weaponization research, the list goes on and on. This RP does not have a definite ending so don't panic about writing a proposal asap! This RP is worth: + 1 rp point for going over 800 words + 1 rp point for making a proposal

Kostya showed up early, as was his nature, nodding once at Oz and Mark, deferring quietly to the Death Lead Who Threatened Death Often Enough To Do It For A Living And So He Did. He then, after listening intently to the lecture best instructing him in the best way to serve be a Death Hunter, decided that he would be the first to speak. America had informed him of what had occurred in that distasteful dream, at the top of towers and what she had heard of a Death horseman's fate. He was personally intrigued by very few things, but the idea of such a technological advancement being within grasp was truly awing. They were no longer bound to recruit children who lacked in strength and fortitude. (To him, it was not a moral matter: many of the hunters on Deus were barely children themselves, and he supposed that all was fair, in this war.) Death could reach out to snap the necks of stronger creatures, to bind them and break them until they were Kostya's most favourite and precious thing: A tool, fit to be utilized. And so, Kostya gathered up his few note cards and stood, addressing Caelius. "I have heard of fate of the horseman, who has been turn to veapon now in our hold. If such a strong entity can be turn into a tool for us, then other Horsemen must be also. Vould like to attempt process on lesser horseman. Propose that I and team of three to four seek out rogue horsemen, veaken them, and capture vith intent to attempt veaponizing. Request three things." For each number he counted, Kostya would hold up an additional finger. "Vun: access to several members to come vith me on patrol. Two: Supply to use to restrain and capture. Three: Access to veaponizing technology. Am villing to find full hunter to attend to technology portion if my intermediate status is lack." Upon finishing, Kostya stood in a military stature: hands clasped behind his back, chin up, and-- despite himself-- dreading the response. zoobey SORRY CAELIUS HIS ENGLISH IS BAD

Cee was fairly prompt for once. Matters of business didn't look well on fashionable lateness so she made a point to seem responsible. Concetta dressed as demurely as possible, though there was no disguising her overall vibe. She sat quietly, hands tucked between her knees, and waited until Caelius' lecture was over. It was very much like being in school and having a particularly difficult teacher. She waited quietly still while Kostya spoke up, though she didn't know his name, and was intrigued by his plan. There'd been rumored talk of horsemen turning into weapons and in her talk with Gale about the subject it may have cropped up. She wondered if still being a trainee would hinder her participation in such a mission? "I wouldn't min'bein included.." Cee held up a hand as Kostya stood silent. "I'm jus'a trainee but I been sorta looking inta weaponization and thinking maybe I wanna explore that a little more in general. Get as much experience as I can.. before decidin ta specialize." Hopefully the idea of gaining information and experience wouldn't cause her too much grief from her Division Leader, but she of course didn't know him very well at all.

Waking up had been a chore. He was tired, and he'd been having such nice dreams: Back in Galway, looking down into the water, fireworks bursting overhead. The water looked like obsidian in a moment, as he was blinded by the colourful lights and they lulled. He held Alistaire's hand, in the dream, unabashedly. If only that was the case in waking hours. Still, the stolen minutes were worth it.
It seemed a little extreme to Harland Leander Belle that they'd be terminated if they were late to the meeting, but he wasn't particularly scared-- all he had to do was be on time, and if he had to focus on it he'd be fine. He arrived at the meeting slightly groggy but still smartly dressed (Alistaire's influence, probably) with a coffee in hand, half-consumed already by 9:45. "Good mornin'" Harland greeted them quietly, automatically, tipping his cowboy hat before he took a seat.
Harland tried very hard to pay attention. He wanted to know what the Death lead had to say, but he thought the flowery language was a little hard to follow this early in the morning. Listening to the first proposal, Harland knew that he was too low in rank still to be of much use or much impact in this meeting. Nevertheless, he'd like to change that. He could always start by being entirely more vocal about his ambitions, he supposed, if they were being given an opportunity.
He waited until there was an appropriately timed lull before he set his coffee down, slid his hat off and held it against his chest, stood to speak with Caelius. "Good mornin', Caelius; Harland Leander Belle, an' I was hopin' I might be granted the opportunity t' engage on a mission t' further document features in hotspots, so t' speak-- Have we attempted t' grid areas of the Sahara with some fixed feature so we can map the area?" he wondered aloud.
It was entirely possible he was just going to sound stupid, but it was too late now. All he wanted was to be given the opportunity to see more of the Sahara or its creatures, or any other dangerous zones and such, so that he could add to the illustrated guide he was making of the things they encountered. He thought perhaps the visual aide could be helpful for the others.
"Alternatively, I'd be happy t' help in other projects if it'd suit," he added. Harland was entirely flexible in what he did, he just wanted to do something. Harland smiled and tipped his hat at the girl who stood up. "Sounds like we're on the same page," Harland whispered to her, with a friendly grin. iloveyouDIE YAY opportunity for them to meet, so that their battle is less random xDD Zoobey Harland is offering to be helpful slash hoping to go draw/document/map out areas I have no idea what I am doing 458 words

Early or never, that's what Rex believed. So he naturally showed up early, looking a little anxious and nervous. The red headed trainee showed up with his hands in his pockets and just stuck around kind of away from everyone. Being one of the newer trainees, he wasn't sure who anyone was, honestly, so he was observing. Especially because death was threatened. Who really wanted to die today? Not him. The trainee bit down on his lip as he spied Kostya firs. But did he talk to him? ...Probably not yet. No because the leader was talking and he was pretty sure talking while the man was would get him executed. He squinted brown eyes as he took in the lecture, tilting his head this way and that. Ah, proposals? No thanks. Rex hadn't even gone out to his first mission yet. He didn't feel the need to be exposed. Maybe he'd ask like Dory, or Chris to take him out. He needed to at least know about how exactly to fight with Airheart. Then Kotsya spoke and he blinked a little. Horseman being turned into weapons? That was.. interesting. Then another trainee said she wouldn't mind being exposed and Rex opened his mouth before thinking. He held up one of his gloved hands and cleared his throat. "Rex Marksley here and... I'm like her? Just a trainee but.. I wouldn't mind getting more experience with really.. anything before anything gets decided." He glanced at Harland and gave a sheepish little grin. Maybe a mission with two trainees would be a bit too much, but he was excited to get things going!

Lawrence was exactly on time to the meeting, listening to everything Caelius had to say, poised in the usual posture he maintained at these things, hands - or rather hand - in a position that might have been clasped if he had its fellow to clasp it with. He listened but for the time being he did not respond, merely observed what other people put themselves forward for. He did not fear falling behind or stagnation, being unremarkable had been his modus operandi for much of his life, he waited in the background, a nobody until opportunity presented itself. He did not ask for anything, funds, supplies or training, because each of those things were things he could be held to account for later.
If he was useful for anything he left it up to the people in charge to notice and utilize it, he certainly wasn't a volunteer.

Cee was eyeing all the handsome young men who were speaking up, though these two had a bit of a western flair and that seemed to be a growing trend. Was this some fashion thing she was missing? Lawr on the other hand got a wink, a smile and a silent finger waggle of greeting.

Lawrence looked up at the wink in his direction and smiled most warmly at Cee. The Death huntress was a lady with her head on straight. She got a subtle nod of greeting in return, the pale man was clearly still wary of sharp movements around Caelius, the way one might be with a bear or some other skittish wild animal.

"Sorry I'm late!" The pink haired mess of a Death hunter clattered into the room as usual, still half pulling his jacket over his shoulders. Shiloh seemed, which was also usual, to misjudge the air of the situation or it was possible he just felt like being particularly bright and obnoxious towards the Death lead that day. He even managed a friendly wave in Oz's direction, even if had been his fault he'd lost literal control of his body for a day. But it had only been a day, and as far as Deus went, it was akin to a harmless prank. Absent-mindedly, he rubbed at the spot on his arm, pulling his sleeve down over it as he stuck his head out the doorway. It only took him a second to grab what he'd brought with him, a particular Life hunter who really had no say in the matter. Shiloh wasn't sure where exactly he wanted to progress in this division, but he knew that whatever his plans were, Lucky could not be discounted. He was a viable asset, and begrudgingly, becoming a bit of a friend. There were a lot of new faces that Shiloh didn't recognize and a few that he did, and it seemed he'd walked into the middle of several proposals. Not having one immediately himself, he dragged Lucky over to Gale, plopping them both in the chairs next to him. anyone else as always feel free to interact with shy, i'm just bad at making initial approaches but dont mind responding!

Al had gotten here as early as he could. He took perceived threats very seriously, even 'accidental' ones. He took a seat far away from the windows without so much as a word and made absolutely sure he stared at Cael this time. Even as familiar faces entered the room, all attention remained on his highness.
Al did not want to be stabbed a second time.

Shiloh and Lucky were both given a nod in greeting, Gale tilting his head to look at the two of them. The last time he'd talked to either of them, they'd been mixed up in each other's appearances, and that had not really gone over all too well (Gale had mostly huddled in his room, refusing to come out because having looked like Quinn meant that he was in a certain dark skinned hunters eye line). Still, it hadn't been either of their faults, and he rather liked both Shiloh and Lucky, even if he didn't know either of them too well.
Gale let his gaze flicker back towards Caelius, and then, with a small sigh, he stood up, almost reluctantly. The Death Lead's last words were still ringing in his ear, and maybe this would be what he needed to get his damned specialization back.
"I'd like to propose a series of reconnaissance missions," he said firmly. "Specifically ones dealing with the Horsemen. Not weaponizing them, as, er..." A pause. "Kostya, was it? is requesting, but to gather information, to find their bases, and gain intel on their purposes and goals. Hand in hand in this is the testing and usage of Horseman golems, so that Hunters would be able to successfully infiltrate a Horseman lair and gather information without having to worry about their safety being compromised."
Gale paused for a moment, and drew a breath before continuing.
"Halloween creatures are worrisome, but the Horseman have more power," he said. "They are more bloodthirsty, and their addendum is less known, other than the constant striving for power and dominance. I believe focusing our attention on the Horsemen is important so that we can gain the upper hand."
He stood for a moment, shoulders pushed back, head held high as he looked at Caelius, wondering if he was going to get another incident like the last time.zoobey okay a ~real~ post this time

If he didnt leave now, he would be late.Not wanting to be 'terminated', by any means, Quinn grabbed his coat and ran. He was unsure what 'termination' in the life labs would mean, but he really really did not want to know. Not when he had seen some of the things they keep in there, it wouldn't be a pleasant way to die by ANY means. Dying was the only conclusion he could come to that would mean Deus Termination. Its not like they could just let them go, knowing what they do. Though it would not surprise him if they had some sort of mind wiping machine to take care of that. Though, honestly, killing the problem sounded easier and much more likely to happen. He didnt think twice about shoving into the door, the familiar meeting room filled with people making an appearance. It wasn't until it was already inside the room that he noticed something was wrong. Quinns eyes flicked towards the label instantly, the door indicating this was the right room name from the text. A glance at his phone said he was here on time, but there was one minor insignificant, HUGE, problem with this situation. This was not the Life Meeting. "Um." Inwardly he felt himself shrinking, his dark skin turning a oddly tinted red from clear embarrassment. Someone, apparently, had pranked him. "Sorry!" He said about to bolt from the room as quickly as possible. zoobey biggrin U wanted him u can have him ahahha Sammpai A LITTLE HELP or some weird looks works idk

As Kostya spoke first, he was addressed and answered to first.
"You will be granted an appropriate budget for weaponization, your monthly salary will be raised to compensate for any team deficiencies. If you successfully capture a horseman, then we will talk about results. As you haven't shown quite cannibalistic tendencies yet," Caelius was probably referring to Kostya's methods and not his eating preferences, "I will temporarily grant you full Hunter clearance for missions. You are allowed to assemble your own consistent team to help you with this project. I will also assign Mark to oversee the transition of any captured horseman material onto this island."
Mark sort of looked like a deer caught in the headlights and just sort of stared at Kostya.
"Once you have submitted in paperwork the official proposal, you are free to execute as needed."cherno astra Kostya has the go-ahead to research and find live horseman material! You can go ahead and assemble a team, and rp with a few horsemen in capture attempt rps as you wish (sort of trial and error ones). Once you have, you can set up an RP and I'll help provide a disposable horseman/ etc etc to work on the second part with the weaponization process and walk you through that! Just quote Zoobey/ pm when you're ready for the second phase!

"The Sahara," Caelius corrected Harland next, and it was pretty obvious he was struggling to control his impatience, "is consistently outdated. Due to the efforts of the horsemen, most of our centralized bases have become entirely unstable and unusable. It means any expeditions to the Sahara will be done at your own discretion. If you believe you have the ability to navigate the Sahara then you will accept all responsibilities and risks of you and your team." Face Your Demons Harland has been given the clearance to do "low level" missions at the Sahara. These are mostly scavenging missions where he will be searching around for signs of horsemen life/ fallen bases/ etc etc. You may go ahead and create your own "mini EMs" where he and a small team head to the Sahara for scavenging purposes only. There, they can scan around and you can create some events as you go, such as encountering depleted bases (they are always abandoned), scavenging remaining Runic supplies from them, and using Fear scanners to detect volumes of Fear from the areas (usually always alarmingly large). You can also invite a horsemen rper to these rps so you get some combat experience from them too! Other than inviting horsemen rpers, please do not create boss fight events, as these are scavenging rps/ low level clearance ones.
