History: Clancy was born in Kent, in England, but his family moved to Hoenn when he was eight years old. He grew up in Lilycove City, yet never lost his accent, while his mother and father- a pair of engineers- worked in Mossdeep, building equipment for the space programme, and various research projects; often working with submersible applications. Clancy developed a love for the ocean that only grew as he did; he swam often, and his first pokémon was a Tentacool, who he named Jelly. For a few years, the pair were inseparable, and could often be found swimming together in the ocean. However, Clancy considered himself to have grown out of the company of Jelly when he reached his early teens, and the Tentacool just didn't seem to want to evolve. The jellyfish pokémon continued to live with the family, despite finding himself replaced by Clancy with a Carvanha, granted him upon initiation into a group named Team Aqua; he called this new fish 'Mircalla', and was delighted in, what he considered, an upgrade. He and Mircalla studied much under Team Aqua, and under his parents, both, though the latter was unaware of his involvement with the former. He gained skills in underwater engineering and in understanding the ocean, but found he still wanted an income beyond Team Aqua, and lacked the patience for persuing engineering through a scholarly route. What he -did- manage to achieve, was a rather unimpressive qualification as a professional plumbing engineer, despite having a greater understanding, and therefore potential had he persued his studies and stayed the course. Team Aqua, however, cared not about qualifications and only about what he could do, and, to his delight, they shared a love of the ocean. He was happy with the idea of trying to expand it. As the team failed and was disbanded, Clancy found himself not only bitterly let down and disappointed, but outcast. His family could not support his links to such a group and, before they could send him away, he packed a few belongings and was gone, to travel under the alias of Richard Eel (the last name, of which, he has decided to hold onto). He earned a modest living doing odd jobs and offering his skills as an engineer and plumber as he travelled, even spending a few months upon a boat, until he was dismissed for a few, rather serious, temper issues (one crewmate lost two fingers when Clancy smashed his hand with a wrench over a disagreement). He spent time ashore, in Cianwood, but never found himself fitting in, and still earning a meagre living. Stories of teams, criminal organizations, came and went, but Rocket remained... and reports got louder from Kodo. Clancy travelled to Camphoreon, watching events unfold, and hoping he hadn't 'missed the boat' in getting in on, what seemed to be the successes, of Team Rocket. The destruction of the base disappointed him and yet... Rocket remained. Gradually, Clancy tried to step the delicate balance of being noticed for recruitment, yet not attracting the attention of the law. It has taken a long while, but finally, he has found himself part of Team Rocket.

Appearance and Personality: Clancy has slicked-back, red hair with a pronounced white streak through it. He is sallow in skin tone, but not unhealthy; muscular but no body-builder. His muscles lend themselves well to 'scrapping' in fights, and he has some interest in boxing, but is certainly no professional. His eyes are on the cusp of both brown and yellow, but might rightly be called brown if one needed to choose, and his mouth is often curled into a shark-ish smile, or sneer. Happy-go-lucky would be both apt, and terrible, a phrase to describe him, as he appears to be semi-abitious, but with a relaxed attitude to most everything and an 'easy charm' around his words. Bluntly, Clancy will happily hit someone, hard, with a wrench, cheerfully telling them it's 'nothing personal, mate', after doing so. His wrench, and other tools, incidentally, are almost always with him, tucked into a plumber's belt.
