They will not be allowed to use main thoroughfares and bridges due to overloading.

Provides great entertainment for the person playing the prank!
Also messes with the remote signals so that when you want the tv on it turns off and when you want it off it turns on!

Or have a non-clown drive them around. Edit after reading maur's post: That is, public transport that caters to everyone, not just clowns.
