◾Following the end of the global disaster that devastated the world, the nation of Panem is founded and segmented into a regent Capitol and thirteen outlying districts over what was formerly the continent of North America. The Capitol rules absolutely and brutally, confiscating all of the districts' supplies and resources in order to support their lavish lifestyle, leaving the district people largely impoverished.

◾The thirteen districts of Panem rebel against the Capitol. The rebellion is crushed, District 13 (allegedly) is obliterated, and the remaining districts are subjugated once again to the Capitol's rule.
◾Jabberjays are created by the Capitol, eventually leading to the emergence of mockingjays.
◾District 13, which is thought to have been destroyed, strikes a deal with the Capitol that allows the survivors of the Capitol's attack to secede from the nation of Panem and live as an independent state in secret underground. This deal is made possible by District 13's access to nuclear weapons.
◾The Treaty of Treason is written to end the war and the Hunger Games are instated.
