Simple enough. The herd wasn't still well known enough for it to gain too many visitors, but nonetheless, Paru knew well of his mother's paranoia. On a few things she could use a lightening up. Such as her fear and insistence of checking the scattered ponds of her territory for any Nova spies. And, if any entrances are found, to quickly close them off before they could get any spies. She didn't trust nor want any of the water Stars in her herd at all, constantly fearing them of being in favor with her enemies. Of what enemies she meant, he had no clue. But he had sworn to serve her and he wouldn't ask questions about her actions. He was just one stallion, born to a small herd. She had been a Princess, than a Pharaoh of a much larger community. She would know what is best above him.
Besides, she had some reason for being so cautious. There was one known enemy out in the world who would likely wish her ill if he could gather the army for it. Her brother. His Uncle Atsu. Out there somewhere, walking around as a dried mummy just like her. He had killed her once before. He could very well do it, again, if given the chance.
That was Parushta's purpose. Not to give his uncle a chance. If he could at least find him. But he didn't like going too far away from the herd's territory, for fear himself of an attack of some sort. It was small. A perfect target for one larger.
