These are the laws of Kirigakure, imposed by Mizukages both past and present. They are expected to be followed and honored, as if your life depended on it.
Respect your teachers and your kage, they are taking time to train you and work with you to better yourself and in turn the village.
Under no circumstances is Genins allowed to leave the village without the company of a Chuunin ranked shinobi or higher. The only exception to this is by permission of the Mizukage. Leaving here could put you at risk of being attacked by enemy shinobi, and potentially out of help's reach.
Orders given by higher ranking shinobi are to be followed unless deemed risky for the village as a whole. There's a chain of command here, just like any military if there's any countering orders. Failure to do so will result in punishment that'll be given by your sensei or by the Mizukage depending on severity.
Foreign shinobi are expected to answer the Gate Guard's questions truthfully. Any shinobi here are entitled to question you and should you pose a threat to my village you will be attacked on site. In same token, any unauthorized and/or irresponsible attacks on these shinobi will result in punishment. However, anyone without a document stating they were accepted by the gate guard can and will be attacked as it is seen as invading.
Clans residing within Kirigakure are expected to be in line by their Clan Head. Any punishment given by the clan head to clan members are fully authorized to do so and will not be questioned nor interfered with events within said clans unless overruled by the Mizukage. Mizukage is the only one with power over them
Combat. Shinobi combat is to take place in approved areas only. Anyone caught fighting in civilian areas will be subjected to interrogation and a few days in the care of the Mizukage's Hunter Nins. Know the whens and wheres

Shinobi records are confidential, and thus in the care of the Mizukage. Only Jonin and higher ranking shinobi are allowed to see them so long as permission is sought.
Any illegal acts such as arson, rape, murder, theft, etc etc etc; anything that common sense screams it isn't right, should anything like this be done you WILL be persecuted, detained and brought forth to the Mizukage for punishment. Resistance will authorize lethal force.
Attacking the Mizukage or any family member whether it's blood or not is considered a heinous crime and is PUNISHABLE BY DEATH! A spar or authorized match is different.
The Kirigakure Hunter Nins' are above the law as they worked directly under the Mizukage. They are the elite, and carry out the Mizukage's words and laws. They are not to be questions so long as they act under orders, and those who assault a member of Kiri's ANBU forces or impersonate them will be arrested, questioned, and most likely publicly executed.
The Mizukage's word is law, drilled into the minds of every single academy student before they are even genins otherwise they repeat a year. Disobedience to following these laws will be punishable by the Mizukage himself as he sees fit based on severity. Similar is said should one disrespects or assaults the Water Shadow in any way, shape or form.
Lastly, what happens in Mist stays in Mist. It is NOBODY'S BUSINESS as to what occurs here as it may fall in enemy's hands. So, I trust you all enough to listen to this rule. What goes on here, stays here.
