Has the ability to create and manipulate ice. Instead of normal clear/white ice, the ice she creates, is black. When she uses her powers, her body temperature starts decreasing rapidly, and her hair turns white. It doesn't affect her though. She can control wind to use to her advantage, either to allow her to fly, or to use it offensively on the enemy.
Obviously, her weakness is freaking fire.

Her little brother and parents died. Her parents died when her and her little brother were very young. They died from a house fire, hence the burn on the back of her neck from saving her little brother. Her little brother died from a murderer when her and her little brother were living in the bad parts of town. He was next to a set of apartments. She left for a little bit to beg some people for money, then the murderer killed someone, because of a debt he couldn't pay back. Her little brother saw the whole thing and didn't know what to do. Felicity earned some money and was starting to head back. Once she was back the murderer was standing with a gun pointed at Joseph's head and he shot. Felicity dropped the money and used her newly discovered. She shot an ice shard out of the ground and struck him through the heart. She then ran towards Joseph who was already dead on the cold ground.

Background Story: Felicity Alexander was born in the city, since her mom and dad were scientists. When she was born, both her parents loved her very much. However, they started to conduct metagene experiments on her. Nothing happened that they knew of. They decided that they didn't want to do anything science and family were two different things and stopped. Around the age of 5, Joseph was born into the family. Joseph was a sweet little kid. 5 years later, a mysterious fire burned down the house. Luckily Joseph and Felicity were rescued by firefighters at the time.
Then her and her little brother were sent to an orphanage that had nannies abusing the children. Felicity and Joseph escaped from that hell hole and lived in the slums of the city. (The story of little brother is up there ^ )
Then Felicity, after her brother died, vowed to try her best to save as many lives as she can, for Joseph. He would've wanted it.
