He can control people's bodies like puppets and can cut off limbs with no visible weapon. I think these could be powers of a wire fruit. Some of his subordinates serve out of fear. He's a major underworld broker.

He's probably working with 3 or 4 of them,(he might have a problem with Blackbeard) that's what underworld brokers do. He has ties everywhere. Think about it. The celestial dragons buy slave and god knows what else. Joker used to sell slaves and likely still sell a lot of the what else. That would mean he has pull with some of them. He could ask them for a favor, they say something the Gorosei, next thing you know an admiral is attacking his enemies. And pirates don't always build their own weapons like Franky. Most buy them but from who? Blackmarket brokers. And the best buy from the best and that's Joker. Some might not know who that really is but they'd be willing to have him owe them a favor. From the Nova's to the emperors, most will have made a deal with him at some point. Also two of Big Mam's lackeys were watching a broadcast from his channels so they at least have dealt with him as have the Kidds and possibly Rob Lucci if Westerosgirl is right. There was at least one other person but I didn't recognize him.

In the saboady arc when Doflmingo was talking to the auction host guy he mentioned about how it was about "smiles" now instead of the human auction. I can only assume that it has something to do with this. Therefore Doflamingo is definitely in league with one of the four emperors.


And then Law is trying to steal the SAD, so does that mean that he might use that to combat the "Smile"? Could they be going after Doflamingo instead of Big Mam?

That is a very good point, because if you think about it the Celestial Dragons were doing business with him indirectly.

Speaking of the Mafia idea, I wonder if Capone is in league with him? I know we don't know much about Capone yet except for his devil fruit power, but he has the potential to hold an army inside of him so I wonder if he could be used to house the "Smiles" army?

True and the fact that we haven't seen him yet since Saboady makes me wonder. Or have we seen him? (May be slipping my mind)

Also, I wonder who it actually is that Doflamingo is sending to Punk Hazard? Maybe its someone we know, but code names and stuff. What if they know Law?

I don't think so. Luffy only saw him once and they never fought. He fought one of his lackies once. Maybe that's who your thinking of. Also if Baffalo is someone we saw before it's probably the door guy from CP9.
