Welcome to District 11! District 11 provides agriculture for the Capitol­. It is probably the biggest district in Panem and most of their inhabitants are black. Possibly because Suzanne Collins is trying to represent the black slavery days in America as there are similiar meanings with communication through music (Rue's Melody). This district seems to have no seasons except for summer and is possibly located in California or near the equator. Home to victors Seeder and Chaff.
