Hidden within the land of the frost stands a small village. Like many small villages, Shimogakure spent most of it's years as a buffer during the great shinobi wars. In it's greedier days, Kumogakure conquered the frost country in it's search for jutsu. Construction has recently begun on a cooperative base between Kumo and Kirigakure to solidify their alliance.

The streets held a mild traffic. People were attending their duties, but not in haste. Others were simply lounging about. The village was fairly self-sufficient, although they had a decent traffic of traders. The only real income was through the various inns and horse-stocks where weary traders would stop. As she approached the office of the council head, Nagisa was merely waved in by the secretary. Her message had made it through it seemed, and he was waiting for her.
As she entered the main office, a tall and wiry man stood to shake her hand, which she politely declined with a bow. Showing only a slight annoyance, the man gestured to a small table in the corner where a hot meal and two chairs were arranged. She sat quietly and smiled to the man. "I'm sorry for the inconvenience though I appreciate you going through the trouble." The food was her lunch, it was a bit of an informal possibly rude way to hold a meeting, but as a mere Jounin she could get away with it. An empty plate showed that he had already eaten for himself. "I am in a bit of a hurry, as I said in the letter. However, there is a matter I feel I should warn you about. There will be a signing here between the Mizukage and Raikage to solidify our alliance. Details of the treaty will be delivered to you shortly, for it concerns your village. We will need an official place for the signing, and each Kage will require good rooms. Preferably in seperate inns to avoid trouble. Details will again be sent shortly. We will need two rooms per naton, with at least two beds in each. Placement near each other is more important than comfort. We will need at least one councilmember present, that is for the council to decide. We apologize but your role in this is not negotiable." She stopped for a long time as she finished her meal while the man thought. She had warned him in the letter she would not beat around the bush very much, since she didn't have the time. Finally he spoke. "Your information is not as complete as I would like, the council will certainly ask me many questions I cannot answer. Please make sure we get the details quickly. I will bring this up in this afternoon's meeting and see to it proper arrangements are planned. We cannot promise ideal lodgings until you can tell us when they will be needed. The sooner we know, the better." He withheld his annoyance, though it was plain in his face. Nagisa nodded as she finished her plate off. "I apologize for that. You are indeed a man of few words, yet your wisdom has kept you at the head of the council. I trust you to your task and apologize deeply for the pain to come." She kept her statement vague. She hadn't time to explain the details, since a simple statement of the facts would not be enough. A sealed message would fill him in on everything, and Nagisa would be sure to arrive a day before Kiri to deal with the angry council. They would not take kindly to the new distribution of power nor would they like having a new council member forced upon them. Nagisa stood and bowed towards the man once more, a gesture he returned quietly before she left. She needed to get Kumo under control, and find out who had caused the disruption. His timing was far too good to be an ordinary coincidence. There was no way he could know her true role, but it still shook her to the bone when she wondered. [exit]

Yamatano had just run across the snowy fields of Shimo in order to prevent from freezing, carrying a Kirigakure messenger hawk with him. The passing villagers, if they were out at this late hour, might stop to stare at his unusual clothing and large hawk, but it wasn't as if he were creating a disturbance. The cold beginning to creep up on him, Yamatano headed straight into the nearest inn.
Inside, Yamatano did not head for the main desk, but to the hearth in the lobby, much to the surprise of the other patrons. He let the hawk climb off his wrist, and let himself warm by the fire. Slowly, the feeling came back to his muscles, and the frosted mask covering the lower half of his face regained it's elasticity. He closed his eyes, basking in the warmth, until being woken from his reviere by a very gruff "AH-HEM", coming from a very annoyed woman standing over him, whom Yamatano could only assume was the proprietor. "Ahh, good evening, ma'am. I would like to purchase a room, a meal, and.....ehh, some birdseed, if you had it." In order to alleviate the woman's anger at bursting into the lobby and using her hearth, Yamatano produced his gold bag, fat from the payment he had just received from Yasashii. In addition, since she had been looking down at him, she would have noticed Yamatano's back, and the Kirigakure plate sewn into it. With the arrival of the Mizugake pending for an alliance with Kumogakure, the people of Shimo had been busily preparing, and would surely be friendly towards a Kirigakure shinobi. ((For the record I am making this all up on the spot, so it is probable Shimo will bear zero resemblance to the one in the anime. Also sorry about lack of response. I kinda kept forgetting.)) If Yamatano got a chance to observe his surroundings, as he tried to duck the icy winds and chills of the frost, he would find Shimogakure to be very simple. Once, long ago, a larger village of the same name once prospered here, but that village had been lost to the tides of time and nothing remained but it's name. There were no full shops, instead the village people relied heavily on the trade caravans going to the Lightning Country. An old watchtower stood in the center of the village, but evidence of new construction efforts could be seen throughout the village.The Inn was the largest building, and by far the best maintained, due to it's profitable location. While it was too cold to run a proper shop, the high traffic (Especially within the last year) meant lots of people passed through the village. While traders might make camp outside other villages to save cost noone wanted to camp out in the Frost country.
A young girl, no more than 15, was tending the lobby of the Inn. It was a family run business, and school only ran during the few warm months Shimogakure had. She held back a snicker as one of the new guests began to ask Granny Smith about getting a room. The little girl worked her way around the desk and towards the men, pushing gently at his side. "Sir, I can see about your room. You are uh-" a giggle escaped her lips before she could stop herself. "You're melting all over the place." She gestured along the lobby where a the man had tracked snow. "You are from Kiri arent you! that explains it, bet you dont get a lot of snow down there. If you'll come this way I can get you a room." She quickly assumed a more businesslike expression as she stepped behind the desk. "I imagine everyone's pretty frantic now that you've arrived. We thought we'd hear from Kumo first. We have three rooms reserved for the Mizukage and his escorts, is he umm-" She trailed off. They were supposed to have warning before the Mizukage arrived for the signing. However this man was obviously here to get the kage's room checked out. "Is he in the village yet?"

"Ahh, forgive me for that. Allow me." Yamatano snapped his fingers, whispering "Mizu Soujuu," and the patrons stopped to stare as the water rose from its places on the floor into a ball floating in midair, no larger than a fist. With water manipulation, Yamatano followed closely behind the floating ball until it was hovering over the sink behind the bar, cancelling his jutsu and letting the water flow freely down the drain. Sure, it was a bit showy, but the patrons would surely enjoy it. Besides, these people were soon to be Yamatano's allies. He might strike fear into a potential traitor's heart as an oinin, but amongst the common people, he preferred to be a welcome sight.
At the desk, the girl told him about three rooms specifically for the Mizukage and his entourage. "Oh, actually, I-" Yamatano stopped, catching himself before he said any more, and thought about what the girl had said. Three prepaid rooms were set up for the Mizukage, which would be empty for another week. And, in a way, he was part of the Mizukage's entourage. It made sense for Luo to be traveling with others who would require rooms, but while they weren't here......well, Yamatano didn't see the harm of breaking them in. He could worry about other accomodations when they got here. "-mmmm here on the Mizukage's request as an early envoy. Lord Mizukage will be delayed for a week, but rest assured, he will be here soon. Until then, I suppose you will all have to put up with just me." It wasn't a lie at all, Yamatano WAS here on Luo's request as part of his entourage. The fact that there just happened to be an unexpected prepaid room was a happy coincidence. "I'll take one of the room keys, as well as directions to where I can purchase some clothes appropriate to this climate, and some birdse-ow!" The messenger hawk gave him a sharp peck to the chest at the mention of birdseed again, his distaste for the common fare of fowls clearly made. The girl stared at the man suspiciously for several half moments. His response was more than slightly suspicious. He was certainly going to say something different. Still, if he was lying the Kiri nin could take care of their own. Had she said too much and somehow put the signing into trouble? everyone who lived in Shimo knew, but they had been told not to speak of it to traders and the like. She grabbed a set of keys and handed it to the shinobi. "Rooms the first door on the right. The next two are for the Kage and second escort respe- in the order I said it.' She fumbled over her words. was respectively what she meant? the girl read a lot, but often felt odd using big words in real conversation. "That" she pointed at the bird nervously as if afraid it would bite her finger "has to go to the birdcage. It's on the roof, stairs are at the end of that hallway there." She would talk to her parents and find out what to do about the man, in case he truly was a hazard. "They have birdseed up there. May I have your name first though? for the log"

Yamatano Hatake." If his status as a kirigakure shinobi already garnered respect, then his surname would just be icing on the cake. The Hatake clan was well known for producing some of the finest shinobi in history, and the standards of excellence were still upheld. Hopefully that would dissuade her suspicious glance. Taking the key, Yamatano proceeded to the roof, where the birdcages were kept. Rather than locking the massive bird in it's cage, Yamatano took a piece of paper, dipped the brush in the tiny ink pool, and began to write.
"Lord Mizukage,
I am currently in Shimogakure. Will scout out the area. I have many important things to report, better said in person. I eagerly await your arrival.
Hatake Yamatano."
Quick, concise, and to the point. Demonstrated the urgency to speak with the Mizukage without being pushy, and didn't give away anything sensitive. The perfect covert letter. Yamatano rolled the letter into the courier hawk's satchel, cursing himself for not knowing how to seal letters. Yet another application of sealing he found he needed. After feeding him a handful of birdseed from the feed bucket as a snack, Yamatano sent the animal to the skies, with the objective of finding the Mizukage. He prayed the hawk wouldn't find him later for making him fly through the cold, and peck him to pieces.
Business had concluded, and now Yamatano would be able to focus on himself. Coming back down the stairs into the foyer, Yamatano called out to the desk: "I'll need a tub of water or snow and a washboard, and some cleansing applicant at once!" Yamatano barely waited for a response as he turned the key to his room, and shut the door behind him. Having had to clean his clothing in rivers for the past week, a hot wash would do them good, not to mention restore the fading colors. Yamatano placed his horned headband, his wristblades, weapon, tool, and money pouch on the bed, and removed the upper halfof his clothing, save for his mask. As he took two gold coins out of his pouch and left them on the table near the door, Yamatano proceeded to walk up the wall, and attached himself to the ceiling above the door, his body pressed against the ceiling, head arched backward to look down (Think Spiderman). To anyone who looked at him, they might think he was just nuts, or perhaps he was being polite so as to not let the hotel staff walk in on him naked. In truth, Yamatano was waiting for the hotel attendent to enter the room, to get a birds eye view of what it would look like if someone were to enter from the front door while he slept. That way, he could plan his room's defenses accordingly.
Sure, it might scare the hotel assistant, but he had no intention of actually attacking. Besides, at his angle, and without his clothes rustling to make noise, the only way she would see him is if she looked up. Skipping the boring parts of heating the water, washing clothes, getting weather appropriate gear, and such.) xxxxYamatano exited the clothing store, bundled and warm, unrecognizable aside from his trademark scarf still wrapped around his neck, and the mask around the lower half of his face, though this wasn't as noticeable with his hooded heavy cloak. Though he still wore his battle uniform under the new clothing, Yamatano was now dressed like a commoner of Shimogakure, better equipped to deal with the freezing temperatures of the snowy mountains. With this, he could scout out Lightning country without too many odd looks, while keeping hypothermia at bay. Walking as casually as possible, Yamatano walked to the edge of town, then ran into the snowy plains, down the road he assumed would lead to the Cloud village.

Having left his winter gear in Kumogakure, Yamatano had once again had to make a trip in his Kirigakure uniform, and once again had nearly succumbed to frostbite. Without even giving the proprietors so much as a nod, Yamatano moved straight to his room, tore off the cold wet clothing, and wrapped himself with the blanket on the bed, trying to regain warmth. "I've gotta pull it together, Lord Mizukage should be here soon." he thought to himself as he waited for the feeling to return to his frozen limbs.

With his clothes warm and freshly pressed, he hoped to make this a quick scouting of the area, before his clothing froze again. Hopefully he wouldn't run into anything that required his attention.
