I didn't want to post this just yet because I was waiting for actual notes to be published but what the hell.
There are a few interesting balance changes being made, though as I said these aren't the full patch notes so no one knows what all changes are in store. MULEs are being changed so they don't mine extra minerals from gold expansions. Snipe is getting a slight nerf so Ghosts don't completely counter all of Zerg T3. Phoenixes are now getting a range buff as an upgrade available at the Fleet Beacon. And there's a cosmetic change to the APM display.
You can view more detailed notes here.

I'm interested in the phoenix upgrade in the fleet beacon. Not sure if I want it or not. We just need something better to deal with mass muta. Not sure if this is it.

I personally don't think it is. As it is the Phoenix is already really hard for Zerg to counter, at least for me. Only the Corrupter out-ranges it but the Phoenix can outrun it, and everything else Zerg has, all day.

The main idea of the phoenix upgrade is to help combat the "mass muta" play a lot of zergs are doing now. They just expand a bunch behind it while massing spine crawlers, and just make a s**t ton of mutas. It is really difficult to handle, especially on certain maps where it is hard to go between bases with blink stalkers.
Then the problem with going mass phoenix vs mass muta, is the fact mass muta still usually wins, and then toss also has a weak ground force. The reason this upgrade will help, is it will allow phoenixes to kite mass muta balls and actually do damage while doing so. Without the extra range upgrade we are receiving, when you kite 20-40+ mutas with similar numbers of phoenix, most of your phoenix aren't shooting. And if you just do a straight up fight, the mutas will win due to splash damage with the glaives.
Now phoenixes will be able to kite with more shooting with the extra range, being able to combat the mass muta ball much easier than just trying to make a s**t ton of blink stalkers, and hoping he bunches up mutas into storms/archons. Because if a zerg doesn't clump up his mutas against an archon, the archon is pretty much dead in seconds, and he didn't really get any splash off.

The problem with that, is that zerg is able to just tech swap instantly, and mutas are more multi purpose. While if you make phoenix, you're screwed if the zerg just starts to pump roaches and lings, because you can't tech swap fast enough to have ground.

If the protoss can survive the initial tech swap from the zerg, he could pretty much easily sacrifice the phoenixes into spores and queens to go drone killing. But, the hard part is just surviving the initial fast swarm tech swap.

Then keep building Phoenix. I watched a Day9 game where the only thing he built the entire time was Phoenix and he demolished the competition.

Immortal Nobody Then keep building Phoenix. I watched a Day9 game where the only thing he built the entire time was Phoenix and he demolished the competition. It's different. Phoenix require a high amount of attention to be useful 24/7. Which isn't the easiest thing to do at lower levels =/
